Landscape Maintenance & Fertilizer Application Certification Requirements

All landscaping professionals working in Pinellas County must complete an approved training program and display a Pinellas County vehicle decal. Landscaping professionals who apply fertilizer are required to complete a specified training program and obtain a license. For information visit Fertilizer and Landscape Information page.

Landscape Maintenance Staff in Pinellas County

Employees, site supervisors and managers of professional landscape maintenance companies, as well as government and institutional landscapers and supervisors performing landscape maintenance (mowing, edging, tree service, pruning, debris management), must complete a Pinellas County-approved Landscape Maintenance Best Management Practices (LBMP) training program and display a Pinellas County vehicle decal. 

Complete the steps below to avoid violation of the Pinellas County Fertilizer and Landscape Maintenance Ordinance

  2. Upon completion of an approved LBMP course, email watershed@pinellas.gov to request and submit an affidavit form to receive a Pinellas County vehicle decal.

Landscape Fertilizer Applicators in Pinellas County

All commercial and institutional applicators within Pinellas County must obtain the limited certification
for urban landscape fertilizer application and display a Pinellas County vehicle decal.

Complete the steps below to avoid violation of the Pinellas County Fertilizer Ordinance.

  1. Complete a state-approved training course, such as the Green Industries Best Management Practices (GIBMP) program. Note: There are no pesticide CEUs for the online course. If you need assistance with registration, please call the Pinellas County Extension at (727) 582-2100.
  2. Obtain the requisite limited fertilizer license from the Florida Department of Agriculture and Consumer Services (FDACS). To receive your fertilizer license within 24 hours, create an account and pay online to. Each applicator must have this license regardless of any other FDACS licenses held.
  3. Email watershed@pinellas.gov to request and submit a fertilizer affidavit form to receive a Pinellas County vehicle decal.
