Attention Water & Navigation Customers
Effective 8 a.m. on Thursday, March 19, 2020, all BCC departments with public facing services, including Utilities Customer Service, BDRS, Contractor Licensing, Human Services, Veterans Services, Air Quality, Water & Navigation, and other similar offices will be discontinuing walk-in public service until further notice. Business transactions and payments will be conducted via drop-boxes, mail, telephone, and online. Please contact us via telephone if you have any questions.
At this time, Water & Navigation is not offering in-person services related to permitting for docks, dredge and fill, or mangrove trimming.

Mangrove Trimming Program:
Mangroves are protected by the State's "Mangrove Trimming and Preservation Act"
and the enforcement of this statute has been delegated to Pinellas County. The Pinellas County Commission subsequently adopted a Countywide ordinance regulating the trimming of mangroves.
Staff biologists and arborists work closely with homeowners and trimmers to protect the important functions of these plant communities and to ensure that all trimming is consistent with Pinellas County Mangrove Trimming and Preservation (Chapter 58, Article XVI)
- To trim mangroves in Pinellas County, you must either qualify for one of the exemptions in the code or obtain a permit.
