Development Review Committee (DRC)

The Development Review Committee (DRC) is made up of County staff representing various County departments and divisions including Development Review Services (DRS), Planning, Public Works, Building, Utilities, Economic Development (or their designees), among others who provide their subject matter expertise and input regarding development applications on private property(s) located within the unincorporated portions of Pinellas County. The purpose of the DRC is to allow interested members of the public and/or the project applicant the opportunity to review the project related materials, technical review comments from County staff, and/or to ask questions of the DRC to assist in the Countyls deliberation of the project in its determination of whether the project is consistent with the Pinellas County Land Development Code.
The DRC makes recommendations to the Board of Adjustment and Appeals (BOAA), the Local Planning Agency (LPA), and to the Board of County Commissioners (BCC) regarding public hearing items such as land use and zoning changes, Type 2 and Type 3 use approvals, right of way/easement vacations, variances, plats, and non-conforming use modifications.

Meeting Schedule
The DRC typically meets the second Monday of each month (meeting schedule), and provides an opportunity, upon request, for developers and citizens to get questions answered in regards to specific development proposals.
Conduct of Meetings
DRC meetings are open to the public; however, they are not formal public hearings. As such, the meetings are not recorded, so no audio or detailed transcripts will be available. The amount and duration of public comments allowed will be at the discretion of the DRC chairperson and participation will be limited to Committee Members, County staff, the Applicant, and member of the public listed in the DRC meeting request (unless a Committee Member requests information of a specific individual). Should other members of the public wish to provide comments on any proposed development, they may submit written comments.
Current Projects List
The County maintains a current projects list. From this list, members of the public will see projects that may ultimately be presented to the DRC. After an internal review by staff, a determination will be made for each project regarding the requirement to be heard by the DRC. Upon determination, the project will be placed on the DRC agenda. A packet, inclusive of project application materials, department review comments, relevant correspondence, etc., will be provided to the DRC members for review in advance of the public meeting.
