The impact fee represents a partial, financial recovery of the cost of the impact on the production and transmission facilities of the Water system caused by each new connection to the system. The fee is measured using the residential unit as a base. The residential use pattern and average consumption of 300 gallons per day are the criteria used in calculating the amount of the impact.

The minimum impact fee for a 5/8" x 3/4" meter or equivalent residential unit is $352.00.

Where existing residences within the service area of the County are served by private wells an owner of record, because of financial hardship, subsequently seeks water service from the County, the County's deferred payment program can be used to pay for the cost of impact and connection fees. The program calls for payment of the fees over a six (6) year period at an interest rate of 8%. return to top

FIRE PROTECTION CHARGES The installation charge for hydrants only, listed below, shall be applicable to all customers requesting fire hydrants for public fire protection on Utilities water lines. This does not include the tap, connecting pipe, and valve. 5 1/4" Fire Hydrant - $760.00 plus the applicable tap only charge. Charges for fire hydrants which require pavement cutting, extensive restoration which are, or which are not a adjacent to the water main shall be increased by the actual material and labor costs plus overhead. The following annual standby charges shall apply to unmetered private fire protection facilities:

Persons desiring to have public fire protection facilities relocated shall pay in advance 100% of the estimated cost of relocation. These charges are for labor and material only to tap and install valve boxes on County water mains. The cost for restoration will be in addition to these charges and will be the actual cost of materials and labor plus overhead. The charges for meter taps less than 2" in diameter are included in the meter connection charge. Meter taps 2" in diameter or larger are considered to be transmission mains and tapping will not be permitted except as authorized by the Director of Pinellas County Utilities. Taps on mains 24" in diameter and larger requiring well pointing by the County will be required to pay in advance the anticipated well pointing charge at the current contract price. In the event well pointing is not required, the well pointing charge will be refunded. return to top UNSCHEDULED LABOR AND MATERIALS - Line extensions and other special installations not covered by this schedule of rates and fees will be charged material costs plus 15% and cost of labor plus 105%. LINE EXTENSION COSTS The cost of a 2" main or service line extension is $1.50 per linear foot, plus the cost of labor and materials incurred for special circumstances such as pavement crossings or excessive restoration. The front footage of pipe is installed under assessment is established as the cost of the pipe per foot plus the cost of labor and materials as installed and related to a cost per linear foot. WATER MAIN EXTENSION POLICY It is the policy of Pinellas County Utilities to require that new customers bear the financial burden required for water main extensions and fire protection for their construction. Furthermore, in order to implement the objective of the County's managed growth plan, it is important that Pinellas County Utilities not subsidize new development which is not near existing development. Pinellas County Utilities therefore, aids in the construction of main extensions only where there is a demonstrable demand in the area for line improvements and provides an assessment program for that purpose. All other main extensions are to be installed by the developer at his expense. SPECIAL ASSESSMENT OF COST OF CONSTRUCTION The Board of County Commissioners shall by resolution establish a rate of cost per front foot for Utilities' special assessments (as listed in the "SCHEDULE OF RATES AND FEES") based on the average county wide construction costs for water main construction in Pinellas County. This cost of construction shall include mains, fittings, hydrants and restoration, and shall include an additional ten percent (10%) rate for engineering, administration, and legal fees. Said costs shall be reviewed as required to represent current costs. SPECIAL ASSESSMENTS Abutting property shall pay for the construction of water mains on a front footage basis according to the benefits accruing on the properties by reason of the construction. The assessment shall be established by resolution of the Board of County Commissioners, in accordance with procedures outlined in Chapter 153, Part 1, of the Florida Statutes. The assessment request may be initiated for Board review by either a petition signed by fifty percent (50%) of the benefited property owners, or by the Board declaring subject assessment to be of public necessity. return to top
