Q: What is the Belleair Force Mains & Reclaimed Water Main Project?
A: The purpose of the Belleair Force Mains & Reclaimed Water Main Project is to construct a pipeline to convey wastewater (sewer water) seven miles from the Town of Belleair pump station along the Pinellas Trail to the South Cross Bayou Water Reclamation Facility. It will include constructing a parallel pipeline to return reclaimed water to the Town of Belleair.
Q: Why is this project necessary?
A: Pinellas County acquired the Town of Belleair’s wastewater collection system two years ago and became a third party in the Consent Order between the town and Florida Department of Environmental Protection (FDEP), with the objective to end effluent discharge into Clearwater Bay. The project will divert sewage from Belleair to the County’s South Cross Bayou Water Reclamation Facility, allowing decommissioning and demolition of the Belleair Wastewater Treatment Plant.
When completed, the project will provide a superior level of treatment than is now possible at the Belleair facility and will eliminate discharge of Belleair’s effluent into Clearwater Bay, a significant environmental improvement.
Q: In what area(s) of the County will the construction take place?
A: Construction will take place along a seven mile stretch of the Pinellas Trail starting at the newly constructed pump station near Ponce De Leon Blvd. in Belleair and ending at Park Blvd., where it will connect with a wastewater pipeline going to the South Cross Bayou Water Reclamation Facility. In addition, an east-west wastewater pipeline will be built along 16th Ave. S.W. in Largo. It will connect the north-south line to a pump station in Largo.
Q: When will the construction start, and how long will it take to complete?
A: Construction on the pipeline project is schedule to start in November 2006 and should take about one year to complete. The construction will be done in increments to minimize inconvenience to residents.
Q. During the project, will the Town of Belleair’s sewer service be interrupted?
A. Sewer service will be provided without interruption.
Q. How will it affect the residents in the area?
A. Impact to residents will be minimal.
Q: Will streets be closed for any period of time?
A. Most of the construction will be conducted away from main thoroughfares. In the event that a street closure is necessary, County Green Vest units will be on site to assist residents and answer questions.
Q. How will it affect the users and recreational activities on the Fred E. Marquis Pinellas Trail?
A. The construction should be visible but not bothersome to the users of the Trail.
Q. Will the Trail be closed for any period of time?
A. The trail will be kept open during normal operating times.
Q. When completed, how will this project benefit the residents of Pinellas County?
A. This project will provide a new, more efficient wastewater treatment plant as well as other infrastructure improvements that will benefit residents for many years to come.

A: As part of the contract agreement, this project will include the placement of water fountains at various intervals along this section of the Trail
