Q: What are the advantages of franchised collection?
A: Franchised collection will reduce the cost of garbage collection for the majority of the citizens in the area. It will reduce illegal dumping and increase property values by providing a convenient method for the disposal of bulky waste, such as furniture and appliances. It will also ensure that all residents have garbage collection service and increases residential safety by reducing the amount of truck traffic used by the current uncoordinated system of collection by several waste collection agencies. A reduction in truck traffic from several days a week to two days a week is expected.

Q: What company will be collecting my solid waste?
A: County Recycling, Inc. – a local sanitation company, provides collection service. There telephone number is 727-522-5794.

Q: Whom does this service include?
A: All single family residences, duplexes, triplexes, and quadplexes for which a certificate of occupancy has been issued.

Q: Who is not covered?
A: Commercial properties, industrial complexes, and other non-residential properties are not part of the district and will not receive services or be assessed. Multi-family residences that have more than four dwelling units also are not included in the MSBU. Some commercial mobile home parks may qualify for and receive an exemption from the MSBU. They may still maintain service at those specific properties if the mobile home parks are serviced using commercial containers.

Q: Will I have to provide my own containers?
A: Yes, you will.

Q: What will be collected?
A: All garbage and trash placed in containers or bags not exceeding forty-five (45) gallons or fifty (50) pounds each. All yard waste set out with garbage and trash will be collected as long as such yard waste is containerized, bagged, or piled loose, but does not exceed four (4) feet in length and four (4) inches in diameter. Bulky Waste collection occurs with garbage and trash once a week, on the second pickup day of the week. Bulky Waste includes furniture, appliances, C&D Debris, and other similar bulky objects, but excluding extraordinary wastes such as abandoned automobiles, boats, individual tree branches or stumps greater than four (4) feet in length, and C&D Debris in excess of two (2) cubic yards.

Q: What if I have items that are large or extraordinary, that do not qualify as garbage, trash, or bulky waste, how will they be collected?
A: You will have to make arrangements with a hauler of your choice or dispose of the items yourself at the landfill. Items that do not fit the definitions of garbage, trash, or bulky waste are not included in your assessment. You will have to pay for the disposal.

Q: How many times a week will my garbage be collected?
A: Garbage collection is twice a week and bulky waste removal is on the second scheduled day of the week. Contact County Sanitation or ask your neighbor to determine your collection days.

Q: How much is the assessment going to cost?
A: The current Lealman MSBU assessment is $168.00 per residential unit. The assessment appears as part of your property tax bill. All property owners will pay a uniform fee based on the number of residential units on the property, not the value or size of the property. This rate was determined through a competitive bid process and amounts to $14.00 for each month of service. In comparison, monthly solid waste collection and disposal rates in the unincorporated County average $28 to $35 for residential service. Collecting the fee as part of your tax bill, a collection mechanism that is already in place, saves hundreds of thousands of dollars in administrative, billing and postage costs.

Q: How will I be billed?
A: Collection of the Lealman SWCD assessment is via the uniform method of collection. The fee appears on your property’s tax bill each year as a non-ad valorem assessment. You will not receive a bill from County Sanitation.
