Industrial Wastewater Pretreatment Program

The Industrial Wastewater Pretreatment Program protects our waterways by controlling how wastewater is disposed into city sewer systems and treatment facilities.

Wastewater service area

All industrial and non-domestic wastewater sources in the South Cross Bayou Water Reclamation Facility, the William E. Dunn Water Reclamation Facility and within the city of Pinellas Park must complete a survey to determine if an Industrial Wastewater Permit is needed.

A business is required to obtain an Industrial Wastewater Permit if the business wastewater process meets at least one of the following criteria:

  • Identifies as a Categorical Industrial User according to the Code of Federal of Regulations 40 CFR Parts 405-471.
  • Discharges an average of at least 25,000 gallons per day of processed wastewater.
  • Contributes a process waste steam of 5 percent or more of the facility’s dry weather hydraulic capacity.
  • Wastewater characteristics exceed local discharge limits.
  • Has the potential to affect the wastewater treatment facility operation.

The business must still comply with all federal and state pretreatment standards or any other federal, state or local laws. Businesses must also contact the Pinellas County Building and Development Review Services Department to assure compliance with PCC, Division 4 – Zoning Clearances and Clearances for Permits, Section 138.151, Zoning Clearance Required.
