Mission Statement
The Utilities Finance Department goal is to meet the budget, financial and accounting needs of our external and internal customers in a responsive, efficient and cost effective manner.

The Utilities Finance Department is responsible for all financial management activities of Pinellas County Utilities. In general, this involves the following:

• Prepare and disseminate, in a timely manner, financial statements for the Utilities Department, which includes separate statements for water, sewer, and solid waste operations.
• Preparation, analysis, and maintenance of reports based on actual revenues and expenses vs. estimated revenues and expenses.
• Preparation of the Utilities operating (O&M) and capital improvement (CIP) budgets.
• Develop, implement and revise customer user fees and rates for water, sewer, and solid waste operations.
• Prepare expenditure and cash flow projections for project feasibility studies and revenue bond sizings.
• Monitor fiscal activities to insure compliance with applicable Federal, State, and municipal requirements.
• Monitor contract activities to insure fiscal compliance with contract provisions; participating in department contract negotiations, if required.
• Supervise the development of financial computer programs and applications and recommending changes to improve financial and management system reporting.
• Establish and maintaining internal controls for expenditure related activities and monitoring fixed assets movement.
• Advise and assist the Authorized County Representative (Clerk of the Circuit Court) in the investment of funds to meet construction, debt service, and operational needs
