Engineering Mission
The Pinellas County Utilities Engineering Division is committed to providing quality, cost effective engineering services to all our customers by planning, developing, overseeing, and designing for new construction, renewal, and replacement of:

Wastewater Collection and Transmission Systems
Wastewater Treatment and Disposal Facilities
Water Production Facilities
Water Distribution Systems
Solid Waste Facilities

The Utilities Engineering Division is comprised of six sections which provide varied services:.

Construction
Development Review Services
Geographic Information System (GIS)
Drafting

Engineering Design

Engineering Design provides design for water and sewage systems. This work includes renovations, rehabilitation, extensions and facility expansions. Work also includes support activities for Utilities Operations and General Maintenance Divisions.

Construction

Construction provides inspection services for water/sewer/reclaimed water within developments, subdivisions and Capital Improvement Projects.

Development Review Services

Development Review Services reviews and approves plans for compliance with engineering and health standards for additions to our water distribution and sanitary sewer system as submitted by new customers and private developers, and addresses fire protection, meter sizes and all associated costs for these services.

Geographic Information System (GIS)

Geographic Information System (GIS) maintains the entire Utilities’ enterprise-wide GIS database in the Pinellas County Utilities facility’s digital infrastructure to include water, sanitary sewer, and reclaimed water. GIS maintains all as-built information, digital maps and all attribute information associated with Pinellas County Utilities facilities.

Drafting

Drafting prepares construction plans associated with Pinellas County Public Works, the Florida Department of Transportation, municipalities and renovation as related to the system. They also maintain as-builts (schematic) maps of Utility System. Custodian of historical plans (record drawings) and does various graphic arts work required by others.
