Pavement Preservation:
Pavement preservation is completed in order to protect the roadway base material and minimize pavement distresses (potholes, rutting, etc.). Most importantly, pavement preservation allows the County to stretch the tax payer dollars farther by providing a greater return on investment. For example, for every $1.00 spent on pavement preservation it is estimated that we will save from $6.00 to $10.00 or more in future reconstruction costs. By resurfacing at this time, we can extend the life of the pavement at a much lower cost than reconstructing the roadway at a later date. See pavement condition rating scale .
Pavement preservation projects are also socially responsible and ecologically sustainable utilizing less non-renewable resources than reconstruction projects and causing less traffic delays with shorter duration projects.
Roadways are selected based on condition inspection, location groupings and applying the right treatment at the right time, before the roadway deteriorates to the point of needing more expensive reconstruction measures.
Municipal Services Taxing Unit Roadway Program:
This program addresses what we consider a non-standard County roadway, meaning these roadways do not currently meet County design standards.
These roadways are being improved under the Municipal Services Taxing Unit (MSTU) roadway program that was re-funded in Fiscal Year 2014. We have staff in the process of reassessing categories and reprioritizing each of the county’s MSTU roadways.
- Category I: roadways that require little to no engineering or prep work and can easily be paved.
- Category II: roadways that require roadway widening to bring the roadway up to the standard minimum width, some engineering, possible permitting, and prep work.
- Category III: roadways that require extensive design work, permitting, utility work, and possible right-of-way acquisition.
Roadways are selected for paving based on condition inspection, location groupings, category, and applying the right treatment at the right time before the roadway deteriorates to the point of needing more expensive reconstruction measures.
The funding source for Municipal Services Taxing Unit Roadway Program is the General Fund.
