Overview
The Pinellas County Comprehensive Plan touches on almost every facet of our quality of life - it addresses things like delivery of public services, mobility, the environment and culture, and a myriad of other issues that matter to Pinellas County's citizens, visitors and businesses. Its goals are long-range and are essentially a community vision; the objectives and policies in the Comprehensive Plan direct and prioritize the actions that are necessary to make progress towards, and achieve, the goals. The Comprehensive Plan is required to be financially feasible to implement and it must be dynamic; as the community changes (through development and redevelopment) the Plan can be amended to adapt to new circumstances, opportunities and conditions so that, at all times, it provides sound guidance to decision-makers.
County staff have recently completed a draft update to the Comprehensive Plan, based on a multi-year process of analysis, review and public input. The result of this process was the completion of an Evaluation and Appraisal Report in 2005 that identified current issues, as well as recommended actions to address those issues by substantially updating the Comprehensive Plan. Those recommended actions have been turned into draft goals, objectives and policies that are proposed for inclusion in the Pinellas County Comprehensive Plan.
The draft amendments are now available for your review. They are organized by Element (chapter) below. Please note that text being added to the existing Comprehensive Plan is underlined, and existing text that is recommended for deletion is struckthrough.

The Board of County Commissioners adopted the proposed amendments on March 18, 2008. The County is currently awaiting a compliance finding from the Florida Department of Community Affairs.
