Annual Boat Ramp & Beach Parking Permits
Boat ramp list/permit and beach parking permits assists in operating and maintaining the parks.
- Beach Parking Pay Stations:

- Boat Ramp Pay Stations:
- Daily parking fee $6.00 with trailer,
- Vehicle parking without a trailer is $2.00
Are available on site and accept cash, coins and credit cards. Annual permits are available.
- Pay stations for Howard Park and Sand Key Park are available. Parking fee at Fort De Soto Park is presently being collected at welcome station located approximately 1 mile into park interior (after boat ramp and campground entrances). Fee is collected at a booth in the roadway median.
- Problems with the pay station?
Call PCR Admin at 582-2100 (select 2 from the menu) during business hours, Monday-Friday, 8 a.m. to 5 p.m. - Locate another machine or choose a different form of payment if experiencing difficulty - fee for parking is enforced.
- If you have a valid Disabled Parking Permit/Tag, you are not required to pay the daily or annual fee. Permit must be properly displayed. You do not need to be parked in a marked handicapped space as long as permit is displayed.

Annual Beach Parking Permits:
Annual passes are currently available for sale at the Parks and Conservation Resources Administration Office, 12520 Ulmerton Road, Largo, FL 33774 and the Fort De Soto Park Administration Office, 3500 Pinellas Bayway S, Tierra Verde, FL 33715. Passes are available by mail.
- Beach Parking Permit Application

COST: $75.00 ($70.09 County Fee + $4.91 (7% State Sales Tax).
- Senior Annual Pass: $55.00 ($51.40 County Fee + $3.60 (7% State Sales Tax) Please note: You must be 65 years of age or older and provide a photocopy of your valid Driver’s License.
(6 month permit is $45) - Limited income annual passes: $37.50 - Available by showing proof of participation in an income assistance program (i.e. EBT Card) or are receiving a limited income senior property exemption.

Military Discount Annual Pass- $55
Proof of eligibility will include one of the following:
DD-214 paperwork (military discharge papers) with an honorable or general discharge indicated. A valid Military ID card including DD Form 2, DD Form 1173, DD Form 1173-1 or DD Form 2765. The discount program does not extend to civilians holding a DoD Civilian Retiree Card. All ID’s must be currently valid and person presenting identification card must be person requesting discount. (6 month permit is $30) - Permit includes vehicle parking at Fort De Soto Park, Sand Key Park and Howard Park Beach. This permit is not valid at county boat ramp locations.
- Payment Methods: Cash, Check, Credit Card, Money Order, (MasterCard/Visa only). Please do not send CASH through the mail. *Make check payable to: Pinellas County BOCC. If check is returned by your bank for non-payment you will be assessed a returned check fee of $30, in addition to the annual permit fee.
- Return by mail or in person to: Pinellas County Parks & Conservation Resources Department, Beach Parking Annual Permit, 12520 Ulmerton Road, Largo, FL 33774. Main office hours of operation: Monday-Friday 8 AM – 5 PM - Closed Weekends and Holidays. Call 727-582-2100 (select 2 from the menu) for additional information.
- Free annual passes may be acquired by completing 100 hours of volunteer service to the Parks & Conservation Resources Department. The Friends of Fort De Soto are also providing annual passes to volunteers who donate a minimum of 25 hours to Fort De Soto Park. The Friends group pays the department full price for the annual passes.
- A fee is not collected from persons entering the park on foot or by bicycle. In addition, the parking fee at Fred Howard Park only applies to the causeway and beach parking areas.
- Government vehicles entering fee areas for official business purposes are not subject to the fee. Volunteers, service companies, public safety officials, and court ordered workers entering the parks for legitimate work purposes are not subject to the park fees. No discounts or fee waivers are granted for any other purpose.

Limit of one per military applicant without possession of a state issued Disabled Parking permit/tag. Must present an official letter from the DVA verifying a service related disability percentage and a DD214 card or DV designation on a state driver's license.

Restrooms are closed daily between the hours of 10 p.m. – 3 a.m.- In adherence with the County’s fee schedule for boat ramp parks, parking costs $6 per day for vehicles with trailers and $2 per day for passenger vehicles. An annual parking pass is also available.

Marina is for availability of wet and dry slip storage only, no public boat ramp available.
- Pinellas County Artificial Reef Guide - Pinellas County Utilities has thirteen artificial reef sites, 3 to 38 miles offshore, in the Gulf of Mexico. Each reef's individual design has different sized openings for different sized fish. These openings attract bottom dwellers like grouper, snapper, and grunt. The height of the structures attracts migratory species like mackerel, amberjack, cobia, barracuda, and baitfish. The reef sites can have a base diameter of up to 100 feet and reach up to half the water's depth.
