Overview

Federal legislation requires that all urbanized areas develop a coordinated public transit-human services transportation plan that:

  • Identifies transportation needs of older adults, persons with disabilities, and individuals with lower income;
  • Inventories existing transportation services available for these groups;
  • Identifies gaps and overlaps in existing services; and
  • Develops strategies to address the gaps and overlaps.

This plan is necessary for an area to receive funds under the New Freedom Program, the Jobs Access & Reverse Commute (JARC) Program, and the Elderly Individuals and Individuals with Disabilities Program (5310). Together, these three programs provide limited grants for expanding public transit and other transportation services, buying vehicles for use in transporting person with disabilities, improving access to information and services, and other efforts. Locally, this plan covers Hillsborough, Pasco, and Pinellas Counties and is called the Tri-County Access Plan (TCAP). The TCAP is produced and updated through a partnership of the Metropolitan Planning Organizations (MPOs) in each county.

The original TCAP was adopted in 2007. It is now being updated to reflect current needs, services available, and potential strategies. A series of public workshops were held in August and September to obtain public input on solutions, needs, and priorities. The draft TCAP update will be presented to each of the MPO’s Local Coordinating Boards and MPO Boards between October and December for approval. Technical memorandums and other documents associated with the TCAP update will be posted below as they become available.
