Edward Byrne Memorial Justice Assistance Grant (JAG) Program
What is it?
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. JAG replaces the Byrne Formula and Local Law Enforcement Block Grant (LLEBG) programs with a single funding mechanism that simplifies the administration process for grantees.
The procedure for allocating JAG funds is a formula based on population and crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share. Traditionally, under the Byrne Formula and LLEBG Programs, funds were distributed 60/40 between state and local recipients. This distribution continues under JAG.
The Florida Department of Law Enforcement (FDLE) receives from the Department of Justice its state share of the drug control and system improvement formula grant funds. These funds may be used by local units of government to implement projects that offer a high probability of improving the functioning of the criminal justice system, aggressively and effectively responding to violent crime, or reducing drug trafficking and abuse.
How do I apply?
The applicant requesting funding must be a local unit of government and must complete a subgrant application package as provided by FDLE. “Units of local government” means any city, county, town, township, borough, parish, village or other general purpose political subdivision of a state and includes Native American tribes that perform law enforcement functions as determined by the Secretary of the Interior. Projects must comply with 28 federally authorized program areas.
Grant announcement letters are sent out to all law enforcement agencies, cities and Substance Abuse Advisory Board (SAAB) members in mid-March. Application packages may be picked up at the Department of Justice and Consumer Services in April. The Department of Justice and Consumer Services is Pinellas County’s point of contact and is responsible for preparing the County’s application package and forwarding all the applications approved by the SAAB to FDLE. Two original, completed application packages and 14 copies are due back to the Department of Justice and Consumer Services in May. Grant packages are then due to FDLE in June. The typical subgrant starting date is October 1 and is for a period not to exceed twelve (12) months.

What is the Substance Abuse Advisory Board?
FDLE encourages each county to appoint a substance
abuse policy board which represents all components
of the criminal justice system (law enforcement,
prosecution, public defenders, judiciary, corrections),
the education system and the treatment system.
To fulfill this requirement, the Substance
Abuse Advisory Board (SAAB) was implemented
in 1989. The SAAB appoints a review committee
to make funding recommendations to the entire
board. The SAAB then makes recommendations
to the Board of County Commissioners, who recommend
the proposals for approval by the FDLE.

What are the local criteria/guidelines
for the Byrne Grant Program?
- Applications for new programs seeking
county sponsorship must have their program
pre-approved prior to the SAAB review.
- Applications must have a cover letter
addressed to the SAAB describing how the
program relates to the SAAB Strategic Plan.
- Agreement of expenditure of grant funds
by 51% of the local units of government representing
51% of the population will be the responsibility
of the Department of Justice Coordination.
- The Department of Justice Coordination
will provide technical assistance for all
applications prior to submission to the FDLE.
- Applicants who receive funding must have
someone attend and provide a written update
to the SAAB at each quarterly meeting.

Alcohol
and Drug Abuse Trust Fund
What is it?
The Alcohol and Drug Abuse Trust Fund is an
assistance grant program whose funds are generated
from the collection of court fines in Pinellas
County. These funds are to be used for one-time-only
non-recurring expenditures. The Substance Abuse
Advisory Board (SAAB) was appointed by the
Pinellas County Board of County Commissioners
as the oversight committee for these funds.
How do I apply?
There is only one process to apply for funds
under this program. The applicant must request
funding by completing an assistance grant application
package and submitting it to the Substance
Abuse Advisory Board (SAAB). An applying agency
must be a public/private nonprofit alcohol
and/or drug abuse agency providing alcohol
and drug abuse treatment and/or prevention
programs. The applying agency must also be
licensed as a provider under chapters 396 and
397, F.S.
Once a year the Department of Justice Coordination
will notify the SAAB of the total amount of
funds on deposit and what portion of those
funds will be available for the forthcoming
grant year. In addition, the Department will
notify all licensed alcohol and drug abuse
agencies in Pinellas County of the pending
grant cycle
Grant

What are the local criteria/guidelines
for the Alcohol and Drug Abuse Trust Fund
Program?
The funds can only be used for one time only
non-recurring expenditures, such as equipment,
special projects, training, renovation, and
formalized prevention activities as defined
in Chapters 10E-3 and 10E-7 of the administrative
rules. Proposals must be submitted for a minimum
of $2,000 to a maximum of $10,000.
Grant recipients must do the following:
- Attend the August SAAB meeting
- Submit a short written status report to
the SAAB at the August meeting
- Submit to one monitoring visit to review
supporting documentation
- Agree to make any changes in writing and
obtain the approval of the SAAB
