The purpose of Social Action Funding (SAF) is to provide financial support for social service programs that positively impact the residents of St. Petersburg and Pinellas County and enhance the quality of life. Legal reference is found Pinellas County Board of County Commission Resolution 01.40. The current allocation for FY 2007-08 is proposed as $950,000.
Social Action Funding HOMELESS INITIATIVE began as a County Commissioner initiative in 2000. The current proposed allocation is $250,000 for the FY 2007-08 and is restricted to those agencies providing emergency shelter to the homeless population. Eligibility is determined by Pinellas County Health and Human Services SAF staff in partnership with the Pinellas County Coalition for the Homeless. The same guidelines apply to the Homeless Initiative as are utilized for SAF.

The Social Action Funding Committee will consider funding the following:
- Agencies that require match funds and match is unavailable from other sources;
- Programs serving the general adult population;
- Agencies that provide food, housing, clothing, and health services to the indigent population;
- Capital outlay items when state/federal funding regulations prohibit capital expenditure
