LEAD Program
The Leadership Enhancement And Development (LEAD) program is designed to assist in the development of high potential employees so that Pinellas County has a leadership pipeline to meet future needs. LEAD replaces the previous Succession Management program.
This program helps meet the workforce planning needs of Appointing Authorities within the Unified Personnel System.
Overview
- Two-year program.
- Participants will spend approximately 500 hours total including on-the-job and classroom learning.
- The current goal is to develop individuals for mid-manager and higher level positions through competency development, coaching and project expertise.
- Program graduates will be prepared and motivated for more effective leadership roles.
- There are 27 participants with the following qualifications:
- Full time employees
- At least two years of supervisory or management experience at Pinellas County or a previous employer
- At least one year of employment within the Unified Personnel System
- Occupy positions that are excluded from overtime (exempt or classified excluded)

- We are six months into the inaugural LEAD program.
- The LEAD workshops concentrate on: 1) Customer Focus; 2) Strategic Agility; 3) Managing Relationships; 4) Learning on the Fly; 5) Managing Through Systems; 6) Dealing with Ambiguity; 7) Managing Vision & Purpose; 8) Innovation Management & Creativity; 9) Motivating Others; 10) Perspective; and 11) Drive for Results.
- The first workshop targeted enhancing strategic and mental agility to identify new opportunities and implement effective strategic thinking practices. The second aimed at designing practices, procedures and processes to manage through others without intervening.
- Leadership speakers included Dr. Mary Lippitt, an award-winning author, who presented Assessing Leadership Realities: Mindset Mastery and our own Carlos Thomas, Chief Deputy Tax Collector, who spoke about two different management systems.
- LEAD participants select a real work challenge that requires the reporting of solutions to senior leadership. These developmental assignments may address persistent managerial issues or create new business development activities or align to higher level strategic objectives. Current projects include: 1) Microsoft Office 365 – Impact on Local Travel and Productivity; 2) County Building Occupancy; 3) Incorporating Sea Level Rise into Capital Planning; 4) Parks and Conservation Resources Business Services Center; and 5) an OSHA Compliance Project.
- There are presently 15 LEAD coaches working to support, inspire, provide clarity to fast-track career goals, and offer further guidance in the development of competencies.
