Proud Ground Pinellas is an exciting new homeownership opportunity for Pinellas County veterans who have honorably served their country. Pinellas County recognizes the unique sacrifices of our military personnel and is proud to offer this program especially designed for the men and women of the armed forces.

Here’s how it works . . .

You buy the home minus the cost of the land, which saves you money.  A modest lease payment for the land is made to Pinellas Community Housing Foundation and you enjoy all the same benefits of traditional homeownership.

  Upgraded homes with amenities designed to help reduce monthly maintenance costs with energy efficient improvements. 

• Provides veterans homeownership with an affordable home with the same benefits and responsibility of traditional homeownership at a lower purchase price because the cost of the land is removed. A modest ground lease fee is paid monthly to the Foundation.
• Provides and preserves affordable homes for future generations.
• Provides a Homebuyer Education Class to prepare them to become successful homeowners. (required)
• On-going support for homeowners to ensure success.
• Homes are move-in ready.

 To qualify, you must meet the following criteria:

• Must be able to qualify for a VA mortgage.

• Homes must be owner occupied and certain income limitations apply.

What paperwork do I need?

Traditional Homeownership		Proud Ground Pinellas home
	Security and privacy of homeownership.
	Homeowner has a mortgage.
	Homeowner pays taxes, insurance and fees.
	Make improvements to the home and land.
	Responsible for landscaping and maintenance.
	Receive federal tax benefits for mortgage interest and property taxes.
	Property can be inherited by homeowner’s heirs.
			Foundation owns and leases the land to the homeowner.
			Home purchase price is lower since land costs are not included in the purchase price.
			Modest ground lease fee.
			Resale formula ensures that the home will remain affordable when sold.
			Must be owner-occupied.

In some instances, a homeowner may desire to make home improvements that enhance the property owner’s personal enjoyment of the home. These may range from minor improvements such as changing paint colors to adding a room. Pinellas County requires a permit for any new building, addition, remodeling, or demolition, or work in excess of $500 or which would require an inspection. Above ground or below ground pools and spas are not permitted.

Repairs and/or improvements requiring a permit and/or inspection require advanced notification and approval of the Proud Ground Pinellas administrator. Notification is to be done in writing and shall include a complete description of the work to be performed along with photos, sketches or diagrams to illustrate the improvement. Work must be done in a professional manner. In some instances, work may need to be done by a contractor. Proud Ground Pinellas requires all contractors be licensed and insured. Work done without prior approval may result in a breach of contract.

• Regular maintenance and improvements to Proud Ground Pinellas homes is the responsibility of the homeowner. All repairs should be performed in a manner that preserves the physical quality of the home.
