Pinellas County Consortium and Urban County 2011-2012 Action Plan
Community Development Block Grant, Emergency Shelter Grant, and
HOME Investment Partnership Programs
The Pinellas County Consortium 2011-2012 Action Plan identifies housing and community development needs, priorities, objectives and strategies as well as FY2011-2012 proposed activities.
Approximately 75% of Pinellas County’s Community Development Block Grant (CDBG) funds are allocated to activities which principally benefit low and moderate-income households. The remaining will fund activities eliminating slum and blight.
A public hearing by the Pinellas County Board of County Commissioners for approval of the Action Plan was held on July 12, 2011. The Action Plan was submitted to the US Department of Housing and Urban Development (HUD) in August 2011 and approved by HUD on September 1, 2011.

PINELLAS COUNTY NEIGHBORHOOD STABILIZATION PROGRAM ROUND 3
SUBSTANTIAL AMENDMENT TO 2011-2015 CONSOLIDATED PLAN AND 2010-2011 ACTION PLAN
The U.S. Department of Housing and Urban Development recently announced the allocation of additional funding authorized under Section 1497 of the Wall Street Reform and Consumer Protection Act of 2010. Funding is being provided through the third round of Neighborhood Stabilization Program (NSP) and will be used to stabilize neighborhoods whose viability have been, and continue to be, damaged by the economic effects of properties that have been foreclosed upon and abandoned.
Pinellas County intends to submit a substantial amendment to the current Five Year Consolidated Plan and One Year Annual Action Plan no later than March 1, 2011, in order to access the $4,697,519 allocation of funds.
A draft of the substantial amendment to the 2011-2015 Consolidated Plan and 2010-2011 Action Plan will be available for viewing and public comment at the Pinellas County Community Development Department, 600 Cleveland Street, Suite 800, Clearwater, FL 33755 and on the Department's website at www.pinellascounty.org/community/pdf/nsp3amendment.pdf
from January 19 to February 2, 2011.
Many of the Citizen Participation Plan requirements have been abbreviated in order to meet the application deadline. Interested parties are encouraged to mail or send comments during the comment period, as they will not be able to make comments at the February 22nd Board meeting when the Board of County Commissioners will consider the Program Amendment. Public comments on the Amendment should be sent to the Pinellas County Community Development Department at the address above or e-mailed to cdplanning@pinellascounty.org.

Community Development Block Grant, Emergency Shelter Grant, and HOME Investment Partnership Programs
The Pinellas County Consortium has prepared a Five-Year (FY2011-FY2015) Consolidated Plan that identifies housing and community development needs, priorities, objectives, and strategies. In addition, a one-year Action Plan (FY2010) has been prepared to address needs identified in the Five-Year Strategy.
The Pinellas County Consortium consists of the Urban County and the City of Largo, with Pinellas County serving as administrator of the HOME Investment Partnership (HOME) program. Currently the Urban County includes all of the unincorporated areas and twenty cities cooperating in Pinellas County's Community Development Block Grant (CDBG) program. Funding sources of proposed projects are the Pinellas County CDBG and Emergency Shelter Grant (ESG) programs, and the Consortium's HOME program.
Approximately 79% of Pinellas County's Community Development Block Grant (CDBG) funds are allocated to activities which principally benefit low and moderate-income households. The remaining will fund activities eliminating slum and blight.

Dreams Come True for New Homeowners
A dedication and celebration of homeownership is planned for two families who have worked hard and provided “sweat equity” to achieve the dream of a home of their own. The homes are part of a new townhouse development in Dunedin called Shady Grove that is being built by Habitat for Humanity of Pinellas County. Pinellas County provided financing for the land acquisition, site development and construction of the first three-unit building. Read more
