Notice of Substantial Amendment
Pinellas County proposes to amend the above Consolidated Plan and Action
Plan as follows for the purposes of reprogramming grant funds, programming
of program income, and to allow additional activities to be carried out:
General : The Consolidated Plan will be amended to allow Community Development
Block Grant (CDBG) float loan funded activities that meet a priority need.
Priority: Affordable Housing : (1) $1,005,372 in CDBG funds set aside in
the 2005-2006 Action Plan as housing rehabilitation funds for the Tarpon
Springs Housing Authority Rehabilitation project will be re-programmed. (2)
HOME funds currently committed to Rental Housing Development for rehabilitation
may also be used for new construction. (3) Up to $400,000 in CDBG funding
may be used for the acquisition and rehab of housing sites throughout the
urban county.
Priority: Homeless : (1) The Consolidated Plan will be amended to state
that the Consortium may utilize CDBG public service funding for service delivery.
(2) Up to $25,000 in CDBG public service funding may be set-aside for emergency
grant payments. (3) Up to $300,000 in CDBG funding may be used for the rehabilitation
or construction of public facilitie s. (4)The Homeless Emergency Project
Supportive Housing Construction activity described in the Action Plan will
be funded from CDBG instead of HOME.
Priority: Community Development : (1) Public facilities in revitalization
and target areas may receive up to $920,000 in CDBG funding for acquisition,
design, construction, or rehabilitation. (2) Up to $600,000 in CDBG funding
may be used to make public facility improvements in Lealman .

amendments to the Consolidated Plan and Action Plan may submit such comments
