Roofing Inspection Policy

In-Progress Inspections

Effective September 1, 2008: All re-roofs must have an in-progress inspection called. The in-progress inspection allows the code compliant roof work to proceed, and the inspector will inspect whatever he can see when he arrives at the site. This in-progress inspection is so that we can inspect the underlayment and/or final roofing material as it is being installed. Preferably, the in-progress inspection should be called after the dry-in has been applied and the roof loaded, so that we can see the final roofing material being installed. The Hurricane Mitigation Affidavits will still be required to cover those portions of the roofs not visible at the time of the in-progress inspection, such as deck nailing and the balance of the underlayment and flashing already covered. Failure to call for an in-progress inspection may result in discipline by the PCCLB. Both our on-line and IVR systems will be updated to allow for these in-progress inspections on any permits obtained after September 1, 2008.

EXCEPTION: Metal and tile roofs must still have a dry-in and flashing inspection called, and an inspection successfully completed before the work can proceed.

Hurricane Mitigation

Effective immediately: Pictures will no longer be required to be submitted with the affidavits. The affidavits will still be required to be posted on the jobsites at the time of final inspection.

Stagger Pattern of Shingles

Effective August 11, 2008: Due to the various stagger patterns for shingles, even among the same manufacturer’s own product lines, it is necessary to have a wrapper on the jobsite at the time of final inspection on any permits obtained after August 11, 2008.

Permit Life
Per the Florida Building Code building permits are considered active for 180 days from the date of issuance or from the date of the last approved inspection, with the exception of demolition permit in which case they are considered active for 60 days from the date of issuance. Extension of permits may be granted for an additional 180 days if requested in writing, with a justifiable cause prior to the permit becoming abandoned.

Pinellas County Building and Development Review Services Department is proud to announce that the long awaited Online Permitting and Inspection module will be available on or about March 31, 2008. You must be a registered user to to be able to apply for permits and schedule inspections. Registration is available to properly licensed contractors. more>>

Did you, as a contractor know that we have a procedure in place that can be used to relieve you of the responsibility of obtaining a final inspection, when the homeowner is uncooperative and refuses to allow the inspection to take place? The procedure is outlined in our Customer Corner section located on the left side of this page.

Update From June 5

On July 9, 2007 all permits that have an IVR number associated to it must request all inspections through the automated telephone inspection system. If you have not previously registered for your user ID and PIN number you may do so the next time you visit our department, or you may request your ID and PIN number by e-mail at Login ID Request. You must supply the license holder's name, license number and company name. Homeowners applying for permits must also register. Simply indicate that you are a homeowner in your e-mail and include your permit number. If you have not obtained a permit you will be given your login ID and PIN number at time of permitting.
