(B) To exercise the powers of a “local agency” pursuant to Chapter 159, Part II, Florida Statutes, as the same
may be amended from time to time, for development, financing, and maintaining of “educational facilities,” as
defined in Section 159.27(22), Florida Statutes.

The EFA acts as a local agency to finance Chapter 159, Educational Facilities as well as providing for
institutions of higher education situated in Pinellas County, Florida, to pursue programs and projects beyond
those described in Chapter 243, Florida Statutes, for the projects and programs described in Chapter 159,
Part II, Florida Statutes; in addition to the exercise of powers under Chapter 243, Florida Statutes: and
To (a) transact business, perform the duties, and exercise the powers prescribed by the Higher Educational Facilities Authorities Law, and (b) exercise the powers of a "local agency," pursuant to Chapter 159, Part II,
Florida Statutes,as the same may be amended from time to time, for development, financing, and maintaining
of "educational facilities," as defined in Section 159.27(22), Florida Statutes.
