Pinellas County Educational Facilities Authority
The Pinellas County Education Facilities Authority assists fully accredited institutions of higher education and educational facilities as defined in Chapter 159, Part II, Florida Statutes, by providing an additional means to finance facilities and structures. The authority can issue conduit financing bonds and make loans for the costs of projects, with the institution receiving the loan responsible for repayment and for cost of administration. Only projects approved by the Pinellas County Board of County Commissioners (BCC) can be considered by the Authority.

(A) To transact and perform the duties prescribed by the Higher Educational Facilities Authorities Law (ss. 243.21, Florida Statutes, et seq.) – to assist institutions of higher education in constructing, financing, and refinancing projects throughout the state; and(B) To exercise the powers of a “local agency” pursuant to Chapter 159, Part II, Florida Statutes, as the same may be amended from time to time, for development, financing, and maintaining of “educational facilities,” as defined in Section 159.27(22), Florida Statutes.

The EFA acts as a local agency to finance Chapter 159, Educational Facilities as well as providing for institutions of higher education situated in Pinellas County, Florida, to pursue programs and projects beyond those described in Chapter 243, Florida Statutes, for the projects and programs described in Chapter 159, Part II, Florida Statutes; in addition to the exercise of powers under Chapter 243, Florida Statutes: andTo (a) transact business, perform the duties, and exercise the powers prescribed by the Higher Educational Facilities Authorities Law, and (b) exercise the powers of a “local agency,” pursuant to Chapter 159, Part II, Florida Statutes,as the same may be amended from time to time, for development, financing, and maintaining of “educational facilities,” as defined in Section 159.27(22), Florida Statutes. - List all taxes, fees, assessments, or charges imposed and collected by the special district, including the rates or amounts for the fiscal year and the statutory authority for the levy of the tax, fee, assessment, or charge. (For purposes of this subparagraph, charges do not include patient charges by a hospital or other health care provider.)
