Mark S. Woodard was appointed County Administrator on Aug. 5, 2014, by the Board of County Commissioners. He has worked in the field of government and financial management since 1981, joining Pinellas County as a Senior Financial Management Analyst in June of 1988. Mr. Woodard has served as Director of the Office of Management and Budget, was promoted to an Assistant County Administrator and later to Chief of Staff. He was named the Interim County Administrator and after four months in the position, his appointment was made permanent.
As County Administrator, Mr. Woodard leads more than 1,800 employees who provide a wide variety of services to the County’s residents and visitors. He worked with the Board of County Commissioners to create a Strategic Plan to align efforts and resources with the County’s Vision: To Be the Standard for Public Service in America. The Plan consists of five goals:
- Create a Quality Workforce in a Positive, Supportive Organization
- Ensure Public Health, Safety, and Welfare
- Practice Superior Environmental Stewardship
- Foster Continual Economic Growth and Vitality
- Deliver First Class Services to the Public and Our Customers
To successfully implement the Strategic Plan, Woodard has focused County employees on “Doing Things” and on the proposition that "With Partners We Can Do More." During his tenure, Mr. Woodard has built relationships with municipal and community partners and streamlined County departments to make them more efficient and accessible to the Public. The results of these efforts are measurable: The public's trust and confidence in Pinellas County government far exceeds the national average with 93% of residents saying they have a great deal or fair amount of trust in the County, compared to 71% nationwide.
Mr. Woodard graduated with a Bachelor of Arts degree in Business Management from the University of South Florida in Tampa in 1980, followed by a Master of Arts degree in Public Administration in 1992.
Mr. Woodard is married to Pam Iorio, former Mayor of Tampa and current President and CEO of Big Brothers Big Sisters of America. They have two adult children.
