Case Management
The Case Management program is a caseload limited and time limited, intensive program offered by the department primarily for the purpose of returning those eligible persons, who have a demonstrated barrier(s) to employment, to independent self-sufficiency. This program may provide financial assistance, counseling, job coaching, job skills training, substance abuse services, mental health services, job-related equipment and clothing, medical care, dental care, and other related services as determined necessary to return motivated and eligible client to employment.

Case Management services may also be provided to the disabled or partially disabled client in need of more personalized and individual attention in order to access the disability programs provided by the Social Security Administration.

All person accepted into the Case Management program must meet the eligibility criteria as described in the Policy Manual and comply with the directives, regulation, referrals, and requirements of the Case Management program as described in the Policy Manual.

Emergency Assistance
The Emergency Assistance Program provides financial aid to Pinellas County residents who are determined to be in need and who meet specific criteria and conditions as approved by the Pinellas County Board of County Commissioners. This program is designed to assist residents only in emergency situations and assistance will be limited to emergency payments only.

Mental Health Funding
As mandated by State of Florida statute, each fiscal year the Pinellas County Board of County Commissioners, hereafter know as the BCC, allocates local funds for use by various mental health agencies. The purpose of the Mental Health Funding Program is to provide required financial support for state contracted community (mental health, drug abuse and alcohol) services and to ensure that the local match funding level is achieved.

Social Action Funding
Each fiscal year, the Pinellas County Board of County Commissioners, hereafter know as the BCC, allocates funds for use by various social services agencies. The BCC has established the Social Action Funding Advisory Board to represent it in Social Action Funding matters. Board members are responsible for reviewing grant applications and recommending recipient agencies and grant amounts to the BCC.

Indigent Burial
Chapter 245 of the Florida Statutes, Disposition of Dead Bodies, prescribes procedures for the disposition of bodies which are unclaimed or required to be disposed of at the public expense because of indigency. This act provides that county commissioners assume responsibility for the disposition of indigent and unclaimed bodies, defines procedures for handling such bodies, and requires that disposition be performed in accordance with existing laws, rules, and practices.

The Pinellas County Board of County Commissioners has delegated administration of the disposition of indigent and unclaimed bodies to the Department of Human Services. As such, the Department is accountable for ensuring that program guidelines comply with Florida law and meet with the approval of the Board

Medical Assistance
Enrollment in the Pinellas County Human Services (PCHS) Medical program is partially based upon an immediate need for medical care and is NOT intended as "preventative" care. The Medical assistance program provides basic medical care to Pinellas County residents who meet specific criteria as approved by the Pinellas County Board of County Commissioners with regard to income and asset criteria and have no other resource available to address their medical need.

Dental Assistance
The Department provides dental care to residents meeting eligibility criteria who do not have dental insurance or other access to dental care for needed services. The purpose of the Department’s dental program is to provide eligible clients with “relief of pain” treatment.

Mobile Medical Unit
Since 1988. outreach medical and dental care has been provided to the homeless population of Pinellas County via a Mobile Medical Van. Approximately 25% of the operating funds for the Mobile Medical Van have been provided by federal grant money through the Bureau of Primary Health Care. The van visits shelters, soup kitchens, drop-in centers, and other locations where the homeless are known to congregate. The van contains an examination room, wheel chair lift, interview area medical equipment and records, cellular phones, a fax machine and laptop computers. There are no drugs on-board. The Mobile Medical Team consists of a medical director, program supervisor, physician nurses, social worker and social work assistants/drivers.

Homeless includes a person who is staying with a friend on a temporary basis.

Alternative Benefits
The Pinellas County Human Services Department Alternative Benefits program provides advocacy assistance to clients of the department seeking to obtain Supplemental Security Income or Social Security Disability Insurance benefits from the Social Security Administration. This assistance is available to department clients who are actively receiving financial or medical assistance. Clients are generally referred to an Alternative Benefits Specialist from their department caseworker or the department's Disability Determination Team.

Emergency Home Energy Assistance Program
Emergency Home Energy Assistance for the Elderly Program assists low-income households with at least one person 60 years or older if the household is experiencing a home energy emergency. 50% of the funds received from EHEAP will be budgeted for the heating season and 50% will be budgeted for the cooling season. Funds will be divided equally between the department’s Clearwater and St. Petersburg service locations. For further information on this program please call the office closest to you.

General Assistance
The General Assistance program provides financial aid to Pinellas County residents who are determined to be in need and who meet specific criteria and conditions as approved by the Pinellas County Board of County Commissioners. This is a time limited program designed to assist residents only until such time that they become self sufficient, until they receive Federal assistance, or reach time limits as specified by the Board of County Commissioners.

Summer Food Program
The Pinellas County Board of County Commissioners, hereafter known as the BCC, through the Department of Human Services (aka “the sponsor”) and in conjunction with the U.S. Department of Agriculture and the State of Florida Department of Education sponsors the Summer Food Service Program for Children (SFSP) during school vacation periods. The SFSP is administered nationally by the U.S. Department of Agriculture’s Food and Nutrition Service (FNS), and within each State, by the appropriate State educational agency. Pinellas County receives Federal reimbursement through the Department of Education on a formula basis for the administrative and operating cost of running the program.

North County alternatives
Pinellas County is divided into North and South County unofficially at Ulmerton Road. North of Ulmerton is considered North Pinellas County. The clinics that are available in the North Pinellas County area include:

  • Clearwater Free Clinic- located at 707 N Ft. Harrison Avenue, Clearwater.
    They are open from 9 to 5 Monday thru Thursday. The phone # is 447-3041
  • Mother and Child Care Clinic- is located at 400 N. Ft. Harrison Avenue in Clearwater. Their phone number is 461-1439

Pinellas County is divided into North and South County unofficially at Ulmerton Road. South of Ulmerton is considered South Pinellas County. The clinics include

Agencies in Pinellas other than Human Services - Dental
Pinellas County Department of Human Services is only one of the resources available to Pinellas county residents who have a dental problem. The department staff strictly adheres to the income and asset limit in determining eligibility for services. There are alternatives to the County dental program. If you have a dental need and are not eligible for Pinellas County medical, you are not eligible for the dental program. Possible alternatives include;

  • St. Pete Junior College Dental Hygiene- clinic offers preventative dental services (primarily cleaning and x-rays) as a public service for adults and children. They have a fee. They are located in the Health Education Center at 7200 66th St North in Pinellas Park, phone # 341-3668, please call for an appointment.
  • University of Florida College of Dentistry- provides comprehensive dental services including cleaning, fillings, extractions, dentures, etc. The emergency dental clinic is offered every morning, Monday thru Friday, with normal hours of 7 to 4 M-F. Most procedures (non-Surgical) have a fee. They are located at 960 7th Avenue North, phone # 893-2704, please call for an appointment.
  • West Coast Dental Association- will handle complaints against WCDDA member dentists, provide referrals to dentists and limited low-cost dental clinics. If possible, will provide names of dentists who accept Medicaid. You may reach the West Coast District Dental Association by calling (813) 931-3018 or www.wcdental.org.
  • Cosmetic & Reconstructive Support Program- The Cosmetic and Reconstructive Support Program fills a very specific need, domestic violence, not stranger assault. If your injuries are due to an intimate partner or spouse & out of abusive relationship for approximately one year you may be able to obtain services from this agency. If you feel this fits your particular situation please contact them at (800) 842-4546 or (800) 773-4227 and leave a message on their voice mail. If you have been a victim of rape you may be able to find assistance through the National Sexual Violence Resources Center. You can call reach them at 1-877-739-3895.

Medical Quality Assurance

The Department maintains a nurse in the St. Petersburg location to assist the patients and social work staff in matters requiring more comprehensive involvement with the patient and/or other assignments as made by the Director’s Office. Such situations include:

  • Patients Requiring Immediate Care
    Patients just enrolled by a social worker and requiring urgent or same day care, after selecting a primary care physician, may be referred to the department nurse who will assist the patient in accessing medical care in a timely fashion. The social worker should provide medical and other information as needed.
  • Review of Hospital/ER Reports
    The nursing staff will be responsible for review of medical records, discharge summaries, ER reports, utilization reports, etc. as needed.
