Engineering Criteria for Surface Water/Drainage Program

(727) 464-4531
E-Mail

The E&ES Department is responsible for engineering the projects described in Pinellas County's Stormwater Management Plan. The Plan's purpose is to provide for the orderly development of County drainage facilities, to alleviate flooding of existing buildings and to protect future development against potential flood damage.

This Department is also responsible for updating the current "Stormwater Management Plan" to incorporate the requirements of the Pinellas County Comprehensive Plan. A critical component of this plan is the improvement of water quality through the reduction of pollutants to downstream receiving waters. In carrying out these responsibilities we respond daily to many inquiries from commercial developers and the public. We are responsible for engineering, design and preparation of construction plans for the Capital Improvement Projects in Surface Water Management: Flood Control, Channel Erosion,  Street Underdrain Replacement Program, the Storm Sewer Rehabilitation Program, Surface Water Quality Program and Drainage Pond Enhancement Program. In addition, the E&ES Department assists in resolving problems identified by the Operations Drainage Complaint Program, coordinates the permitting process for other Capital Improvement Projects and manages the National Pollutant Discharge Elimination System (NPDES) Program for stormwater runoff as required by the US Environmental Protection Agency. Finally, the E&ES Department is one of the local custodians of the Flood Insurance Rate Maps published by Federal Emergency Management Agency.
