WELCOME to Pinellas County Real Estate Division!
The Real Estate Division is responsible for providing
a full range of professional real estate services to
our customers. Our client base includes all Departments,
and Agencies under the County Administrator, the Board
of County Commissioners, the Constitutional Officers,
and the Citizens of Pinellas County. The Airport, STAR
Center, and Community Development have internal real
estate staff to meet their specialized needs.
The Division's staff has the professional training
and qualifications to perform or coordinate all the
actions necessary to ensure the successful completion
of complex real estate transactions. This includes but
is not limited to: contract preparation and execution,
market analysis, appraisal and appraisal review, survey
and review of survey, title search, title insurance,
environmental inspection, property inspection, and legal
review. We support all of our clients with consistently
high quality professional real estate service, insuring
high ethical standards, confidentiality, and compliance
with all State of Florida Statutes, County Ordinances,
Policies, Procedures, and current case law.

Support Areas:
Acquisition of Property:
The Real Estate Division supports all
clients and customers in their acquisition of real property.
Assistance is provided in searching for property best
suited to fulfill the clients needs. The Division staff
works for the client to negotiate the contract, complete
the due diligence of the property, take the contract
to the Board of County Commissioners for their approval,
and bring the transaction to a successful closing. Assistance
is provided to Community Development and the Airport
when requested. Acquisition assistance is provided to
the General Services Department for land acquisition
to support facility needs.
Sale of Property:
The Real Estate Division manages the
process of determining when County-owned land and facilities
are surplus to the County's current and long term needs.
This process requires the coordination of a detailed
review by all departments of the land or facilities
under consideration for surplus. The County's current
and future needs must be assessed and the resulting
staff recommendation is presented to the Board of County
Commissioners for their final decision. If the property
is declared surplus, it will be sold through a sealed
bid process, coordinated through the Purchasing Department.
The County has carefully acquired property over the
years and therefore it rarely has an inventory of surplus
property.

Real Estate Support to Traffic
Engineering, Highway, Right-of-Way and Surface and Storm
Water Management Projects:
The primary support for Right of Way
and Storm Water Management Construction projects is
the acquisition of property for road expansion projects,
street assessments, surface and storm water drainage
improvement projects, including pond sites needed for
retention, detention, water treatment, and mitigation.
This acquisition process is a vital link in expanding
and improving infrastructure for the continued growth
of Pinellas County. Permanent and Temporary Construction
Easements are also acquired to support project needs.
General research is provided to staff and the general
public to determine and document County owned land and
public right-of-way. Sale of surplus property is provided
for when needed.
Real Estate Support to Utility
Projects:
The primary support to the Utility
Department is the acquisition of easements needed for
the County's potable water supply, sanitary sewer system,
and reclaimed water distribution systems. Temporary
construction easements are acquired to support the construction
or repair of pipes and other infrastructure. Property
is acquired as needed for facilities such as pump stations,
monitoring wells, treatment plants, water reclamation
plants, and the Solid Waste facility.
Real Estate Support to Parks
and Environmental Departments:
All acquisition of property for our County's large regional
Park and Environmental Lands program are handled through
the Real Estate Division. Grants to enhance the funding
available for the acquisition of the parks and environmental
lands are coordinated by the Real Estate Division. Currently
the Park Department is researching locations for smaller
neighborhood sports and recreation parks.
Property that Escheats to the
County:
Property that escheats to the County, as provided for
by Florida Statutes, is handled as surplus property.
An inquiry process is made to departments to determine
if there is a County need for the property. If there
is no County need and the property is within the boundaries
of an incorporated municipality, the property is deeded
to that municipality for their use or surplus action.
A sealed bid process coordinated through the Purchasing
Department sells surplus escheat property lying within
the unincorporated County.
Property Management Responsibilities:
The Real Estate Division provides property management
services for all property owned by Pinellas County and
not managed by another Department, Agency, or Constitutional
Officer. The services provided include: Lawn maintenance,
brush and tree clean up, trash clean up, demolition
of structures, fencing as needed, repair and maintenance.
The Real Estate Division coordinates various vendors
and contractors to provide the necessary services.

The "Links" provided on the left
side of this page provide 90% of the information this
office has available for its internal use and for the
public.
Deeds, Easements, Plats and Other
Documents:
These documents and their associated legal descriptions
are found by researching the Clerk of The Circuit
Court's Official Records Division located in the County
Courthouse at 315 Court Street in Clearwater. The
Real Estate Division cannot provide copies of recorded
instruments or plats. The Clerk of the Circuit Court
is the official keeper of the records and is the source
of copies of recorded documents.
On
a daily basis, the Right of Way staff answers questions
on the following topics:
- Our in-house
reference files include: ½ Section maps, right-of
way identification ½ Section maps, documents
for most current and past purchases of fee simple
County-owned properties and easement interests conveyed
to Pinellas County.
- General
inquiries about easements, right-of-way widths and
public vs private right-of-way designations.
- Limited
railroad right of way maps, road construction plans,
and right-of-way survey maps (for projects currently
in the design phase, construction phase, or recently
completed) are available to the public for viewing.
- Referrals
from other departments, and direct citizen contact
about concerns and/or complaints regarding right-of-way
or easement issues
- Historical
research for other departments and the public on numerous
issues including Murphy Act Deeds (TIFF), archival
maps dating from the 1920s, recorded plat information
from the 1880s to the present and previously completed
Capital Improvements Projects.
- The Application
process to Petition to vacate: plats, easements, roads
(right-of-way) and alleys.
