Capital Improvement Projects (CIP) & Planning Division is committed to working collectively to establish a well-defined economic and need-based Capital Improvements Plan that develops and preserves County assets and provides the citizens of Pinellas County confidence in the management of those assets in support of the County’s Strategic Plan and responsive to regulatory requirements. The CIP & Planning Division works hand in hand with the other divisions (Design, Construction, Survey, and Environmental Services) to provide quality, cost-effective engineering services to all our customers by planning, developing, overseeing, and designing new construction, renewal, and replacement of:
- Wastewater Collection and Transmission Systems
- Wastewater Treatment and Disposal Facilities
- Water Production Facilities
- Water Distribution Systems
- Solid Waste Facilities
- Roadways and Transportation Systems
- Drainage Systems
The CIP & Planning Division is comprised of four sections which provide varied services:
Water/Sewer/Solid Waste Section
The Water, Sewer, and Solid Waste Section provides planning and design for water, sewage, and solid waste related systems. This work includes renovations, rehabilitation, extensions and facility expansions. Work also includes support activities for Utilities Operations and General Maintenance Divisions. |
Roads and Drainage Section
The Roads and Drainage Section provides planning and design for county-owned infrastructure related to roads, bridges, sidewalks, and drainage. This work includes renovations, rehabilitations, and new construction. Work also includes support activities for Public Works Operations Divisions. |
Asset Management Section
The Asset Management Section organizes and coordinates collection of asset data from all sources including field condition assessments, and provides consolidated information to allow optimized capital and maintenance planning and fiduciary management of all infrastructure assets owned and managed by the County. |

Technical and GIS Support Section
The Technical and GIS Support Section maintains the entire County-wide GIS database in the Pinellas County facility’s digital infrastructure including water, sanitary sewer, and reclaimed water. GIS maintains all as-built information, digital maps, and all attribute information associated with Pinellas County Utilities facilities. In addition, this section also provides all computer hardware and software-related support for Engineering and Environmental Services. |
