The Engineering Division is responsible for providing professional support for Capital Improvement Projects. Professional support includes right-of-way acquisition, design, regulatory permit acquisition, construction document preparation, and contract administration for roads, bridges, drainage improvements, County Parks, Community Development projects, and Coastal Management projects.

Functional Responsibilities:

  • Develop the Capital Improvement Program for transportation, coastal, park, and stormwater projects
  • Develop, administer and manage contractual agreements with outside consultants and contractors
  • Prepare working design plan sets for construction of County CIP projects with CADD systems.
  • Conduct Public Information Workshops to inform citizens of projects under design in the Capital Improvement Program
  • Prepare and procure the necessary federal, state and local permits for projects in the Capital Improvement Program
  • Acquire right-of-way and properties for the Capital Improvement Programs
  • Construction Division document preparation
  • Manage and maintain permanent records of survey and engineering associated with County projects.
  • Represent the County on local transportation and bicycle safety committees
  • Implement Stormwater Master Plan Studies to reduce flooding throughout the County
  • Verify compliance with federal NPDES permit for County surface waterbodies and stormwater conveyance systems
  • Respond and provide information to the public in regards to traffic data, flood mapping, aerial photography, etc.
  • Assist the public with information regarding County right-of-way issues
  • Develop and maintain a GIS database of Capital Improvement Program projects and infrastructure
  • Administer and maintain traffic signalization for all County controlled intersections
