 Pinellas County Municipalities

Pinellas County has 24 incorporated municipalities-
These municipalities range in population from 240,196 in St. Petersburg to 59 in Belleair Shore. All are governed by elected officials and provide services as described. Municipal elections are nonpartisan. By electing members in alternating years (staggered terms) newly elected members are added without sacrificing governing consistency. City commissions generally consist of commissioners and a mayor. The titles of commissioners and council members are interchangeable.

The term Unincorporated refers to all property that is not within city limits. Services for Unincorporated residents are provided by the County.
Some services for Incorporated (municipal) residents are also provided by the County. Palm Harbor is an example of a distinctive community in the unincorporated area.

Government: City Manager-Council form of government. Council is comprised of the Mayor and 6 council members (total of 7 sit on council), who are elected to two-year staggered terms. The City Manager is the municipality’s chief executive officer.

Area: 2 square miles
1,628 based on the 2005 Census Bureau population estimate

Community Character: beach residential

Services: full-time police services; fire service provided by the Pinellas Suncoast Fire District; potable and reclaimed water from County; sanitary sewer collection and treatment from County; solid waste collection through outside contractor (Waste Management); public works department (which provides parks management, waterfront management, transportation management, stormwater management, emergency management and facilities management)

The City also has a public access television channel (BBTV-15) which is operated by volunteer members of the Cable TV Advisory Board. The municipality also has a Parks Board which acts as an advisory board to the council regarding the aesthetic quality of its parks system.

Volunteerism is a strong component of the City’s character. Examples of volunteer events include the Coastal Cleanup, sea oat planting, litter collection, etc.
