The staff of the Water Resources Management Section is comprised of:

Duties vary from position to position. 

Water Resources Environmental Specialist (ES) and Environmental Specialist 1 (ES 1)

ES and ES 1 staff conduct environmental research within Pinellas County’s water resources, so they typically spends a good portion of their time in the field.  Duties may include:

  • Seagrass monitoring
  • Benthic monitoring
  • Fish sampling
  • Public outreach
  • Citizen complaint response
  • Stormwater inspections and enforcement
  • Preparation of scientific reports

Water Resources Environmental Specialist 2 (ES 2):

ESII’s provide chemical and biological scientific consultation to other County Departments and various municipalities within Pinellas County as well as project management.  In addition to the duties listed above, an ES 2 may also perform the following:

  • Field operations supervision on water quality monitoring, sediment chemistry sampling, microbiological sampling and seagrass monitoring
  • Habitat research and project design
  • Planning, development, management, and implementation of watershed management plans
  • Evaluation and recommendation of projects for Capital Improvement Program funding
  • Contract management, development, and review
  • Project permitting (SWFWMD, FDEP, ACOE)
  • Grant preparation for water quality and habitat restoration projects
  • Preparation of technical and scientific research papers and reports for other state agencies
  • Statistical analysis of data
  • Management of state and federal mandated stormwater requirements

Water Resources Senior Environmental Specialist (SES):

The SES is responsible for both technical and managerial front line supervision of environmental management staff.  The position involves organizing, coordinating and tasking of subordinates as well as the personal handling of highly technical ecological work.

  • Responsible for the preparation, implementation and maintenance of all appropriate Quality Assurance/Quality Control Plans
  • Supervise and participate in the timely handling of citizen complaints and inquiries
  • Participate in the development of water quality studies and monitoring programs, including the selection of sampling station and parameters
  • Supervise and participate in the implementation of water quality studies and monitoring programs, including analysis of water samples by county laboratories or other labs
  • Supervise and participate in the writing, reviewing and editing of reports, letters, memoranda, and other documents prepared by the section
  • Responsible for the supervising and maintenance of vehicles and equipment, assuring that all manufacturer and quality assurance requirements are followed
  • Responsible for all internal liaisons as well as liaisons with federal, state and local departments and agencies and providing technical and scientific interpretations and advice
  • Responsible for fiscal duties such as budget preparation, purchase requests, and overtime requests
  • Contribute to the formulation of division and department policies
  • Responsible for supervising and reviewing the administration of county contracts with consultants
  • Responsible for training of staff and maximizing staff productivity
  • Participate in employee selection process: prepares candidate rosters, conducts interviews, and makes hiring recommendations
  • Responsible for maintaining professional and scientific currency
  • Responsible for supporting County, Departmental, and Divisional policies and standards of quality service to the public
  • Responsible for maintaining a positive working environment conducive to employee development and a sense of esprit de corps
  • Responsible for making recommendations to purchase scientific equipment, books, and other resources needed for the optimal completion of the section’s duties
