Know Your County

History & Facts

Pinellas County Government is a unique, complex mix of 25 governmental bodies: one for each of the 24 cities/municipalities and one for the unincorporated area. Almost half of the county is unincorporated and the residents living in these areas are governed by, pay taxes to and receive services directly from the Pinellas County government.

Taxes from each of the 24 cities/municipalities provide services to their residents unless there is a contract with the County or with private companies. Within some of the city boundaries there are areas called enclaves that are unincorporated and receive services from the County government. Residents who live in these enclaves are not eligible to vote in municipal elections on municipal issues.

There are also taxing districts which meet specific needs not addressed in the general countywide millage. The affected residents vote a specified millage to be used for a special purpose. Examples of these would be the Palm Harbor Library District, various fire districts, and street lighting districts. Taxing districts are created by an act of the Legislature with a confirming referendum by residents. To prevent double taxation, the County adjusts the tax rate to deduct for services provided by cities/municipalities, i.e. those which have their own police department will not be assessed County millage for the County Sheriff’s Office. Post Office addresses do not necessarily correspond to boundaries of cities/municipalities. Residents of Belleair, for instance have a Clearwater address. Palm Harbor and Ozona, on the other hand, are not incorporated cities/municipalities but have their own post offices.

All residents of the incorporated or unincorporated area of Pinellas County elect countywide officials, pay taxes and receive some services from the County.

History & Facts: Pinellas County, on Florida’s West Coast, is a 280-square mile peninsula bordered by the Gulf of Mexico and Tampa Bay. The County from tip to tip is 38 miles long and 15 miles wide at its broadest point.

The name Pinellas is derived from the Spanish words Punta Pinal meaning "point of pines." That was an accurate description for this area when it was discovered by Panfilo de Narvaez in 1528; 36 years after Columbus arrived in the Caribbean and 37 years before the founding of St. Augustine. Narvaez and 400 soldiers, probably were the first Europeans in this area, primarily came looking for gold and silver. Earliest inhabitants of Pinellas were Native Americans and many large Indian shell mounds have been found throughout the County. One of these is located at Pinellas County’s Philippe Park in Safety Harbor.

Pinellas, originally a part of Hillsborough County, became a sep arate county in 1912. When first formed, its population was 13,193. In 2007, Pinellas County’s estimated year-round population when compared with Florida’s 67 other counties, making it the most densely populated county in the state. Pinellas’ location provides the area with an ideal year-round climate. Cold winds are tempered in winter and warm breezes are cooled in summer as they blow over the Gulf of Mexico and Tampa Bay.

Pinellas enjoys a year-round reputation as a tourist destination with attractions appealing to singles, couples, retirees and families. Retirement living is also important to Pinellas County’s economic health. Pinellas County’s top key business sectors are health services, tourism services, manufacturing and financial services. Over 40,000 businesses call Pinellas County home.

Pinellas County is served by Interstate 4 which runs East and West and connects Pinellas with Florida’s East Coast. Interstate 75 and Highway U.S. 19 are the North and South connections.

As the importance of companion animals to the family has increased, Animal Services has kept pace with a growing demand for service with its professional staff that cares for pets and people. Animal Services has been nationally recognized for its programs which protect public health and safety, address animal welfare and overpopulation issues, and encourage responsible pet ownership. The department works to reduce animal overpopulation by offering free sterilization services for pets belonging to qualified low-income families. Computerized pet licensing tracks over 170,000 dogs and cats, helping to reunite lost pets with their owners. In 2007 the Shelter & Adoption Center cared for more than 22,000 animals.

In Florida, counties are considered political subdivisions of the State. The Pinellas County Commission establishes policy for the county within the scope of the State Constitution and State laws. In addition to the seven-member Board’s policy-making powers, the County Commissioners have law-making and ordinance powers. To provide for this, Article VIII of the 1968 revised Florida Constitution states that the Board of County Commissioners “may enact in a manner prescribed by general law, county ordinances not inconsistent with general or special law.” Another important task the Board of County Commissioners is charged with is to approve the yearly County budget. Basically, the Board establishes the requirements for its departments, and then combines these with the requirements of Constitutional Officers and other agencies operating under State laws. In addition to serving as the Board of County Commissioners, members of the Board act as other boards for the County. Two of these boards are the Water and Navigation Control Board and the Emergency Medical Services Authority. The Pinellas County Commission appoints the County Administrator, who implements and administers the policies established by the Board.

In January 2008 the Building and Development Review Services merged to provide customers with a single point of contact for land and building development. A “one-stop shopping service” for residential and commercial permitting was created by combining key staff from zoning, engineering, and the building department. BDRS ensures that structures built, remodeled or added to are in conformance with the Florida Building Code and County Land Development Regulations. Compliance with code requirements is safe-guarded through building, plumbing, gas, electrical, mechanical and fire code plan review, and inspections conducted during the different stages of construction or alteration.

The Business Technology Services Department partners with Constitutionals, the Board of County Commissioners, Agencies, and the Courts to enable business strategies that enhance the mission of Pinellas County Government. Internal centers of competency are developed to protect information assets, ensure business continuity, and leverage financial resources through shared business services. In response to citizen demands for more responsive and self service government, strategies are implemented that enable more ubiquitous access to public information. The Communications department provides information on all phases of County government to citizens, and assists all departments, boards and commissions in the development, planning, production and dissemination of informational materials concerning programs, services, policies, regulations, procedures and plans. The department responds to requests for information and handles public concerns and requests relating to County government.

Media Relations
The Media Relations Division communicates directly with the print, television, radio and Internet media to educate the public about county programs, initiatives and services. The communication specialists assist the media in requests for information.

Pinellas Citizen University (PCU) unravels the mystery on how government works, and what goes on behind the scenes in the various departments that provide services to you and your neighbors. During this remarkable ten-week course, through exciting field trips and hands-on decision-making exercises, you learn how Pinellas County provides services to nearly one million county residents.

This department administers the Community Development Block Grant, Home and SHIP Programs, operates the County Connection Centers and serves as staff to the Housing Finance Authority. The PCCLB provides uniform, countywide building-related codes, regulations and licensure of contractors and journeymen. It also conducts examinations for certification of contractors, and registers noncertified contractors. The PCCLB enforces licensing laws and holds public hearings for amendments to the construction codes. This department supervises all contractors’ insurance coverage for public liability and property damage. The PCCLB also investigates consumer complaints in the contracting and home improvement field.

The St. Petersburg/Clearwater Area Convention & Visitors Bureau (CVB) is the official tourism marketing and management organization for the St. Petersburg/Clearwater area. The CVB is charged with enhancing the county’s economy by increasing direct visitor expenditures and job development, training and retention in the tourism industry. The organization works domestically and internationally to develop and enhance sustainable tourism for Florida's Beaches in both the leisure and meetings markets. CVB targets consumers, travel media, the travel industry, meeting and conference planners, sports promoters and film producers with research driven marketing programs touting beaches, sports, arts and culture and nature-based opportunities. Pinellas County was the first county in Florida to adopt the Commission-Administrator form of government. Authorized by State law in 1963, this system was approved by a Pinellas voter referendum in 1964.

The County Administrator supervises the day-to-day operation of the departments under the Board of County Commissioners. Four assistant county administrators, the director of Utilities and the director of Public Works & Transportation report to the administrator. All County departments providing related services are grouped into divisions. This increases communication between service areas and allows for greater monitoring and control of departmental operations. The County Administrator serves the citizens of the county as it applies the policies and decisions of the Board of County Commissioners. In all, the administrator is responsible for the operations of the departments that fall under the BCC, the supervision of department directors and employees of Pinellas County.

The County Administrator oversees preparation of the County Commission agendas, the annual operating budget, capital budget and capital improvement programs. The County Administrator establishes schedules and procedures to be followed by the various County departments. This official supervises the acquisition, disposition, care and custody of all County government property and negotiates leases, contracts and other agreements including consultant services.

This department conducts legal research, prepares legal opinions, ordinances, and legislation, initiates or defends county lawsuits and prepares and reviews contracts, deeds, leases, resolutions and other legal documents as required. The office of County Attorney is responsible for the representation of Pinellas County government, the Board of County Commissioners, the County Administrator, constitutional officers and all other departments, divisions, regulatory boards and advisory boards of County government in all legal matters relating to their official responsibilities. The office of County Attorney prosecutes and defends all civil actions for and on behalf of County government and reviews all ordinances, resolutions, contracts, bonds and other written instruments.

Heritage Village was established to preserve the county's historical resources and cultural heritage through the operation of a 21-acre, open-air exhibit. This exhibit represents a village in Pinellas County at the turn of the century with 28 historical structures. The various exhibits and structures provide visitors with a better understanding of the county's history and development, and an insight into Pinellas County's cultural heritage.

The Parks & Recreation Department acquires, develops, preserves and protects areas and facilities for public passive parks. Department activities include grounds maintenance, operation of a nursery to produce and sustain plant material for the parks, construction and maintenance of park structures, solid waste collection and disposal, and beach supervision. Park staff is also responsible for the Pinellas Trail.

The Pinellas County Economic Development Department (PCED) works with existing businesses to encourage expansion and seeks to attract new companies with high-wage careers to Central Florida's Gulf Coast. Through investment tools, professional courses and business counseling sessions, trade missions to open new markets, as well as local, regional and statewide partnerships, PCED fosters a pro-business climate in Pinellas County. The Department was created in 1997 by the Board of County Commissioners and the County Administrator to improve the business climate in the county, to act as a facilitator between public, private and business agencies to deliver support to the county’s businesses and to facilitate the availability of a qualified workforce. The mission is accomplished through the initiatives of five sections in the department: Business Assistance, Business Communication & Marketing, International Business Development, Business Recruitment and Business Research.

The Department of Emergency Management vigorously pursues an "All Hazards" planning strategy in the classic "Four Phases of Emergency Management": Mitigation, Preparedness, Response, and Recovery.
In Pinellas County with over 900,000 residents this is no small undertaking. Our philosophy is that such planning efforts are dynamic and constantly changing. Our task is to constantly review, assess, update, and test the County's disaster preparedness plans with the ultimate goal being the protection of our citizens and visitors lives and property. Our success thus far has been evidenced by the State of Florida, Division of Emergency Management's review and approval of our Comprehensive Emergency Management Plan (CEMP). In addition several of our plans and strategies have been utilized by the State as guidelines for other jurisdictions.

HEALTH & HUMAN SERVICES

The Health & Human Services Department provides medical and dental services for low-income uninsured persons. Interim financial assistance programs are available to qualified residents confronted with health and/or financial crisis. Utility assistance, blankets and fans are available to qualifying elderly citizens. Grants and aid to not-for-profit agencies are administered through Social Action Funding. The Mobile Medical units provide on-site medical, dental and outreach services to the uninsured/underinsured and homeless. The Success Training & Retention Services (S.T.A.R.S.) is an attitudinal program working with individuals to become and remain employable.

The Human Rights Department coordinates enforcement of two sections of the County Code. The first concerns review of all personnel policies, practices and actions in order to eliminate the effects of past discrimination and to ensure equal employment opportunity to all persons seeking County employment. The second concerns enforcement of the ordinance that prohibits discrimination by Pinellas County on the basis of race, color, religion, natural origin, sex, age, marital status or handicap in the areas of employment, public accommodations, and all housing and real estate transactions.

The Human Resources Department is responsible for recruitment and examinations for employment throughout Pinellas County. This department administers and coordinates training and development, educational assistance, and benefits awareness programs for employees throughout the County. The department coordinates new-hire and pre-retirement orientation, maintains the Pinellas Pen newsletter as well as other publications. The department is also responsible for employee compensation, benefits administration, and maintenance of employee records. Personnel works closely with other departments to ensure fair and equal treatment of applicants and employees throughout the County.

Investigators in this department mediate informal complaints and conduct criminal investigations for violations of Florida law. The department has a regulatory unit which is responsible for the licensing of Charitable Solicitations, Bingo, Adult Use establishments and the enforcement of the Moving and Price Gouging Ordinances. In addition, the department maintains a five-year history of complaints filed on businesses and the result of the complaints. The department also conducts a consumer education program through the news media, local organizations, business associations and schools. Studies are conducted to recommend new laws or modifications to existing County, State, or Federal laws.

This department supports several working committees that review and make recommendations on inter-agency policy relative to justice services in Pinellas County. In addition, the department manages a wide range of Justice Programs and develops regular reporting and monitoring status reports for normal justice operations. The department conducts budgetary reviews and advises the Board of County Commissioners and the County Administrator on justice-related expenditures and program development with fiscal impact. Finally, the department provides internal support through due diligence review and facilitation of livescan fingerprinting and background searches.

The Office of Management & Budget develops the annual budget and ensures the proper management of county financial resources as required by law and sound financial practice. The Board of County Commissioners' approved budget is the central element in the development of an overall financial plan which ensures public accountability. In addition, the Office of Management & Budget prepares all required certifications and submits necessary filings to the Department of Revenue, other state agencies and county officials for the County Administrator.

The Office of Management & Budget also provides technical assistance to departments in need of subsidiary accounting and financial systems, monitors cash flow, tracks revenue and provides debt management support and the identification of financing alternatives.

This department was established in 1980 by an act of the Florida Legislature. The countywide paramedic ambulance service is funded from money collected for services rendered and application fees for the FirstCare Ambulance Membership Plan; all other expenses are covered by an ad valorem tax. All ambulance service in Pinellas County is provided by SUNSTAR, a single contracted ambulance company.

In most municipalities, local fire departments also answer calls; EMS pays for their services. This means that for each emergency call, both the fire department paramedics and SUNSTAR paramedics respond. This medically superior, dual-response concept ensures that medical assistance is on scene in the quickest time possible. As a result, Pinellas County EMS is considered a model for the entire country.

  • Surface Water Division
    The Surface Water Division is responsible for the design and development of projects described in the County’s Drainage Master Plan, the underdrain program, pipe replacement program, drainage pond enhancements, and highway drainage mitigation projects. Additional responsibilities include coordination of the environmental permitting process for all Public Works projects, NPDES Program coordination of flood plain issues with FEMA, and implementation of watershed management plans.
  • Civil Site Division
    The Civil Site Division is responsible for the design and preparation of construction contract documents for the in-house engineering of roadway, sidewalk, and intersection improvement projects. This division performs engineering and coordination of projects for multiple County Departments and Divisions including the Culture, Education, and Leisure Program, Community Development Program, and infrastructure area improvement programs.
  • Structures Division
    The Structures Division is responsible for the preparation of construction documents for bridges, piers, retaining walls, boardwalks, park structures, box culverts and mast arms. This Division oversees the bridge management program to include preparation and/or review of bridge inspection reports, implementation of recommendations, and compilation of the bridge database.

The Mosquito Control division provides for an environment as free of mosquitoes as possible for the enjoyment, comfort and well being of the public. The Department of Risk Management develops, implements and provides leadership for a comprehensive loss control program for Pinellas County which includes, but is not limited to, the participation of employees at all levels in the organization.

The department is responsible for administering the County’s Workers’ Compensation Program as is required by statute and is also involved in handling other claims handling. The department developed and maintains a comprehensive training, monitoring, accident investigation and awards program and developed and maintains various chemical management and occupational safety programs. The department also provides consultation to other departments and offices of the elected officials, the County Administrator and the County Attorney regarding insurance, contracts, safety, loss control, environmental concerns and speculative risks.

This department also develops implements and obtains commercial insurance for those risks and exposures that the County does not wish to include in its self-insurance program.

Pinellas County Utilities (PCU) is County-owned and self-supporting, generating revenue through fees and charges. PCU is comprised of three enterprise operations: Solid Waste, Drinking Water, and Wastewater. PCU plays an essential role in maintaining and protecting our environmental resources.

  • Drinking Water
    Pinellas County Utilities supplies an average of 65.25 million gallons of drinking water per day to more than 600,000 citizens. The water system utilizes a chloramines disinfection process, encompasses 1,994 miles of pipeline. Per capita water consumption is 89 gallons per person per day, one of the lowest in Florida. In 1989, the per capita water usage rate was 153 gpd. Citizen efforts and aggressive water conservation education and planning helped achieve a more than 40-percent reduction.
  • Solid Waste Operations
    Utilities Solid Waste operates the Waste-to-Energy plant, accepting waste from all over the county. The facility incinerates combustible waste, substantially reducing its volume and conserving landfill space. In addition, the process generates electricity that powers nearly 45,000 local homes. Valuable resources, such as aluminum and other metals, are separated and sold for recycling. Serving more than one million customers, it is one of the largest operating facilities in the world. The department recently began collection of residential solid waste in East Lealman. Environmental programs include the collection of household electronics and chemical waste, recycling drop-offs, and recycling yard waste into mulch.
  • Wastewater and Reclaimed Water
    Pinellas County’s sewer system serves over 240,000 people. PCU maintains more than 1,100 miles of wastewater and 340 miles of reclaimed water pipes. Currently, between the South Cross Bayou and Dunn water reclamation facilities, nearly 29 million gallons of wastewater are treated per day. Keeping pace with demand requires creative solutions and state-of-art technology. Reclaimed water keeps lawns and a number of golf courses healthy while conserving our drinking water.

VETERANS SERVICES

The Department of Veterans Services was created by the Board of County Commissioners to improve access to services for Pinellas County veterans, their spouses and dependents. The department provides complete veterans assistance, information, and counseling for filing, developing, and appealing claims pertaining to the full spectrum of veterans' entitlements. The department also visits clients at home (or in nursing homes) through its Outreach Program. This program is especially helpful to older veterans and their surviving spouses.

Assistance is also available for: developing claims with the Veterans Administration to procure rightful benefits; obtaining discharge papers, upgrading military discharges, marriage, divorce, death, birth certificates; doctor’s reports; and filing appeals with the Veterans Administration.

This department offers guidance and assistance in applying for and obtaining VA benefits from various levels of government, primarily the Department of Veterans Affairs. This includes VA Health Care. Claims granted or denied are by the federal agency that administers the program.

The Clerk of the Circuit Court is a Constitutional Officer who derives authority and responsibility from constitutional and statutory provisions. The Clerk is elected to serve a four-year term by the voters of Pinellas County. The Clerk of the Circuit Court has multiple diversified duties as an elected official. The Clerk serves as Clerk of the Circuit Court, Clerk of the County Court, Recorder of Deeds, Clerk and Accountant to the Board of County Commissioners and County Auditor. The Property Appraiser has the legal responsibility to place fair and equitable value on all real and tangible personal property in Pinellas County. This office establishes the value of your property based on sales in the marketplace from the prior year, but does not set your tax rates or collect taxes. Tax rates are set by the Board of County Commissioners, City Commissioners, the School Board and other governing bodies. The Property Appraiser runs on a partisan ticket and is elected to a four-year term at the time of the presidential election.

Residents of the county may apply for Homestead Exemption. Homestead Exemption is a constitutional benefit of a $50,000 exemption from the property's assessed value granted to applicants who are bona fide Florida residents living in a dwelling and making it their permanent home on January 1 of the taxable year. The exemption results in approximately a $500 - $800 savings to Florida residents on their property tax. Other exemptions are granted for widow’s veterans and disabled persons upon meeting certain qualifications.

The Supervisor of Elections is a County office established by Article VIII, Section 1 of the Constitution of the State of Florida. The term of this elected partisan office is four years and is open to election at the time of the presidential election. This County official is responsible for registering voters, maintaining registration figures, statistical data, and recommending the establishment of precinct boundary lines to the Board of County Commissioners.

The Supervisor of Elections conducts all elections within the County, including preparation of ballots, selecting polling places, assembly, distribution of voting equipment and supplies. This office also recruits, selects and trains poll workers. The Elections office is responsible for qualifying candidates for election to County offices and maintaining all records related to the conduct of elections. This office is responsible for maintaining the County's voting equipment, determining the number of voting devices and the amount of supplies required in each precinct for municipal, county, state, federal and special elections.

The Tax Collector is the chief revenue official in the county and is responsible for billing, collecting, accounting and distributing all ad valorem taxes for County government, the municipalities, the School Board and all other separate taxing districts, as well as fire districts.

The Tax Collector is a limited and specialized agent of the State, independently elected at the county level to a four-year term at the time of the presidential election, and not an employee of county government or any other local government. As an agent for the Florida Department of Revenue (DOR), the Tax Collector collects real and personal property taxes. The amount of these taxes is based on the assessed value and the millage rate, which is set by the many and various taxing authorities.

The Tax Collector is also an authorized agent for the Florida Department of Highway Safety and Motor Vehicles (DHSMV) who issues State driver licenses, handicap parking permits, registration licenses and titles for motor vehicles, mobile homes, and vessels. As an agent for the Florida Fish and Wildlife Conservation Commission (FWCC) the Tax Collector issues fishing and hunting licenses. Also, the Tax Collector collects the Pinellas County Tourist Development tax.
This is a fee office, which means the office operates directly from the fees and commissions collected from doing this work and submits an annual office budget to the DOR for approval. Any unused commissions and fees, often called excess fees, are turned over to the Board of County Commissioners at the end of the fiscal year in September.

A trial by jury is a fundamental right provided to each of us through the Constitution of the United States. Qualified persons are selected at random throughout the community to hear issues in either a civil or criminal matter that is in dispute.

The office represents persons charged with a broad spectrum of crimes in the areas of misdemeanors and felonies, including capital cases. The State Attorney represents the State of Florida in the Circuit and County Courts within the Sixth Judicial Circuit and prosecutes on behalf of the State all suits, applications, or motions, civil or criminal, in which the State is a party except as provided in Chapters 39 and 959, Florida Statutes. The Sixth Judicial Circuit encompasses Pasco and Pinellas Counties. Whenever required by the grand jury, the State Attorney appears for the purpose of examining witnesses in their presence or for giving legal advice in any matter, and prepares bills of indictment. The State Attorney is authorized to appoint and employ Assistant State Attorneys, investigators and other personnel who are paid from funds appropriated by the Legislature. The State Attorney runs on a partisan ticket and is elected to a four-year term at the time of the presidential election.

The Sheriff is the chief law enforcement officer in Pinellas County, and this constitutional official's powers, duties and obligations are established by State law. Although the Sheriff is a County officer, this official represents the executive or administrative power of the State within the County. The Sheriff is designated by State law as a conservator of the peace within the County and maintains close liaison with municipal police departments, the Florida Highway Patrol, other sheriffs in the State, Federal law enforcement officers, and any other law enforcement agencies which may be required to carry out responsibilities. The Sheriff is responsible for security at the County's courthouses, and executes all judicial processes, both civil and criminal, within Pinellas County. The Sheriff provides primary law enforcement services to the unincorporated areas of the county and by contract to many cities. The Sheriff is also responsible for the operation of the Pinellas County Jail. The Sheriff runs on a partisan ticket and is elected to a four-year term at the time of the presidential election.

Pinellas County Courts

Pinellas County's court system is a two-tier court structure of Circuit and County Courts. Every county in Florida now uses this two-tier trial court system instead of each county having many different kinds of courts. The new system was implemented in 1973 when Pinellas citizens approved an amendment to Article V, the judicial article of the State Constitution, which abolished all other trial courts including justice of the peace and municipal courts. The amended judicial article places juvenile, probate and competency cases under the jurisdiction of the Circuit Court (the highest level of trial courts), requires all judges to be full-time jurists and provides that the Governor fills vacancies from nominations made by a judicial nominating committee. It requires that the State pay all judges' salaries and provides that each circuit may establish specialized divisions that are most appropriate for its size, population and caseload. Pinellas and Pasco counties together make up Florida's Sixth Judicial Circuit. Circuit judges are elected from the entire circuit on a non-partisan basis for six-year terms. County Court Judges are elected on a countywide and non-partisan basis for four-year terms.

SIXTH JUDICIAL CIRCUIT, which serves Pinellas County, is summarized below.

  • CIRCUIT COURT - Handles domestic relations cases such as dissolution of marriage, divorce, domestic and repeat violence, guardianship and juvenile delinquency, felonies and major offenses which could lead to imprisonment in a State institution, probate matters, such as processing wills and settling estates, civil cases involving amounts more than $15,000 and appeals from County Court, except those which go directly to the Second District Court of Appeal.
  • COUNTY COURT - Handles violations of all county and city ordinances including traffic offenses, misdemeanors and minor offenses which could lead to a maximum sentence of not more than one year in the County Jail and civil cases involving amounts of $15,000 or less, such as landlord-tenant and small claims disputes, which includes claims up to $2,500.
  • DISTRICT COURT OF APPEAL, SECOND APPELLATE DISTRICT, Lakeland, Florida - Pinellas County citizens who wish to have their cases appealed to a court of jurisdiction higher than that of the Circuit Court will file the appeal in the Second District Court of Appeal. This court handles all appeals from the Circuit Courts in the Second Appellate District of Florida, which is composed of 18 counties.
  • FLORIDA SUPREME COURT - Tallahassee, Florida - The Supreme Court of the State of Florida handles all appeals from trial courts which involve constitutional questions and the validity of State laws, reviews decisions of the District Court of Appeal which conflict with prior appellate decisions and/or which the District Court of Appeal certifies to be of great public interest and acts on appeals in cases involving bond violation, workers compensation and discipline of attorneys and judges.

Other Services

ADVISORY BOARDS AND COMMISSIONS

Many citizens serve as a volunteer force as members of advisory boards and commissions. Some 60 plus boards provide technical assistance and citizen input to the Board of County Commissioners in fields ranging from beautification to solid waste management, granting variances and special exceptions, and providing input relating to the Pinellas Public Library Cooperative. Some of these boards are composed of only the members of the Board of County Commissioners.

The Board of County Commissioners sits, when needed, as the Countywide Planning Authority, Water and Navigation Control Authority and the Emergency Medical Services Authority.

Other committees such as the Employees Advisory Council, Affirmative Action Committee and Personnel Board are integral parts of the operation of County government.

Some of the boards act as departments of County government to provide services. These include the Pinellas County Housing Finance Authority, Pinellas County Cultural Council, Construction Licensing Board, Juvenile Welfare Board and Pinellas County License Board for Children's Centers and Family Day Care Homes.

Independent bodies, such as the Tampa Bay Water Board, Tampa Bay Regional Planning Council and the Metropolitan Planning Organization, have representatives appointed by the Chairman of the Board of County Commissioners to provide local input.

Members of many of these boards and commissions are private citizens who volunteer their time and talents to assist their County government. They sit on such boards as the Park Board, Social Action and Metal Health Funding Advisory Board, Charitable Solicitations Board, Historical Commission, and several construction advisory and appeals boards.

The mission of the Pinellas County School Board is to provide the best opportunities for all students to succeed by adopting policies that ensure continual improvement of highest student achievement, safe learning environment and effective efficient operation. As the governing body of the Pinellas County school district, the school board is responsible for the control, operation, organization, management and administration of schools in Pinellas County "pursuant to the provisions and minimum standards prescribed by Florida Statutes and the State Board of Education Rules." Among its other responsibilities, the board determines the rules necessary for the district’s operation and general operations.

The Pinellas County School Board consists of seven members who should be qualified electors of the school district. Three members shall be elected at-large by the qualified voters of the entire school district. Four members shall be elected from single-member districts by the voters who reside in the single-member district. Each of those four members is required to reside within the single-member district from which he or she is elected. All seven members will represent the entire district. The board appoints a superintendent, who serves as chief administrative officer of Pinellas County Schools. The School Board appoints the School District Superintendent who is responsible for carrying out the policies and directions of the Board. The Superintendent prepares the annual school budget and the School Board is required to review and grant final approval. The School Board then sets the tax or millage rate to finance the budget, within the limitations of the Florida Constitution, Florida statutes and local referendum. When the School Board sets a millage rate for the schools, no other County official can review or reduce the amount levied.

HEALTH DEPARTMENT/VITAL STATISTICS

The primary function of the Pinellas County Health Department is to protect the health of the county's residents from both natural and man-made hazards. The department offers many services in areas of health care and environmental monitoring.

The Primary Care Program offers outpatient family health care for the medically indigent, maternity care, pediatrics, family planning, sexually transmitted disease clinics, screening for the Acquired Immune Deficiency Syndrome (AIDS), tuberculosis treatment, immunization services, screening for chronic disease, nutritional counseling, dental care, sexual assault investigation and follow-up, and distribution of prescription drugs to medically indigent individuals with certain chronic diseases.

Environmental services include inspections of restaurants, establishments that sell food, food processing plants, trailer parks, public buildings, health care institutions to assure their compliance with sanitary codes, individual sewage disposal sites, swimming pools, devices emitting radiation and toxic waste disposal for adherence to legal standards; monitoring of water systems; investigation of animal bites and provision of occupational health services.

Juvenile Welfare Board of Pinellas County (JWB) was established in 1946. JWB is the nation’s first county wide agency utilizing dedicated property tax revenue to better the lives of children and families. One of the largest funding sources for human services in the county, JWB does not provide direct services to children and families, but funds non-profit, government, and grassroots community groups to do so.

Additionally, JWB has a web-based data collection technology and agency certification program to determine program success, now used by other Florida Children’s Services Councils.

The Juvenile Welfare Board supports the healthy development of all children and their families in Pinellas County through advocacy, research, planning, training, communications, coordinating of resources and funding.

The Pinellas Park Water Management District (PPWMD) was created in 1976 by the Florida State Legislature and operates as a special district to manage the primary stormwater drainage system for a portion of central Pinellas County. The PPWMD is divided into five drainage basins with a primary channel draining each basin. The jurisdiction limits include parts of the City of Pinellas Park and unincorporated Pinellas County. The PPWMD is responsible for the management of the primary drainage systems within its jurisdictional boundaries. The Secondary systems fall under the jurisdiction of the City of Pinellas Park and Pinellas County.

Pinellas Suncoast Transit Authority (PSTA) serves most of the unincorporated area and 21 of the county's 24 municipalities. This accounts for 98% of the county's population and 97% of its land area. The cities that are not in the Transit Authority are St. Pete Beach, Treasure Island, Kenneth City, Belleair Beach and Belleair Shore. The Cities of Treasure Island and St. Pete Beach do contract for service.

PSTA presently operates 205 transit coaches and trolleys on 43 routes, including two express routes to Hillsborough County. Demand response service is also provided to the mobility impaired. During Fiscal Year 2006-07, PSTA transported 11,663,754 passengers. PSTA operates service from one main facility in the mid-county area and is governed by a 15 member Board of Directors appointed by local governments. The management staff consists of an Executive Director and seven Department Directors. The total number of employees is 609, of which 528 are represented by two bargaining units.

In addition to passenger fares, funding for PSTA is obtained through ad valorem taxes, as well as state and federal grants. The millage rate to be levied for tax year 2008 is .5601 mills. The current cap on the millage rate is .75 mills.

PINELLAS COUNTY CITIES/MUNICIPALITIES

Pinellas County has 24 incorporated municipalities-
These municipalities range in population from 240,196 in St. Petersburg to 59 in Belleair Shore. All are governed by elected officials and provide services as described. Municipal elections are nonpartisan. By electing members in alternating years (staggered terms) newly elected members are added without sacrificing governing consistency. City commissions generally consist of commissioners and a mayor. The titles of commissioners and council members are interchangeable.
