Rehabilitation, Repairs and Upgrades
A
variety of programs are offered through local governments and their nonprofit
partners. Although they may differ in some specifics, all of the programs are
intended to provide affordable financing for rehabilitating and upgrading existing
housing. Most local governments offer financing to low and moderate income
home owners and some also have programs which have higher income eligibility
requirements for home owners living in targeted neighborhoods. Other programs
are available to owners of rental property if the tenants are low income. In
addition to general property rehabilitation, special programs may offer emergency
repairs, barrier removal for disabled occupants, lead-based paint mitigation
or even replacement housing for owner-occupied homes in an advanced state of
disrepair.

An audit must be performed and weatherization recommendations made. Florida
Power provides half the cost up to $75.00 for improvements made by a contractor
for such items as weather-stripping, caulking, water heater insulation, and
the installation of low-flow shower heads. This program is available countywide.

elderly and/or disabled Tampa Bay Area homeowners. (Includes Pinellas County
residents)
All exterior repair work provided by RT- Tampa Bay on qualified homes is done
by volunteer crews sponsored by corporations, churches, schools & organizations.
There is no charge to the homeowner.

Pinellas Village provides to motivated single parent families the opportunity
to achieve economic and emotional self-sufficiency through on-site and community
based resources and safe affordable housing. Housing is provided at a market
rent rate and through Section 8 vouchers issued to qualified families by a
local Housing Authority.

Through this rebate program, you can receive up to $100 for each high flow
toilet you replace with an ultra low flow toilet (ULFT). You must be a Pinellas
County Utilities retail or wholesale customer. You must be the owner and/or
the authorized agent of the property where water service is delivered. The
ULFT(s) must have been purchased after May 15, 2001. The ULFT(s) must replace
a high flow toilet(s) and be verified by the program administrator.

If you are currently unable to receive reclaimed water, are not scheduled to
receive reclaimed water within the next five years, and receive your water
from Pinellas County Utilities or from an approved municipality that purchases
water wholesale from the County, through this program you can receive up to
$300 rebate. Install an alternate water source for irrigation: shallow well,
deep irrigation well, and surface water withdrawal systems (canal, lake, pond).

Under this program more than 2500 houses have been repaired and painted during
monthly "Codes Assistance Paint Days," involving the support of organizations,
neighborhood associations, volunteers and others. Additionally, inmates from
the St. Petersburg Community Correctional Center work release program volunteer
their time during the week.
