Low, moderate and middle income people who have the desire and capacity for home ownership often lack the financial resources to purchase housing that meets their needs. These people may be qualified for one of the following programs offered by local governments or nonprofit corporations.

Down Payment/Closing Costs Assistance Program. This program provides assistance to low and moderate income persons interested in buying a home. Prospective buyers must participate in Home Buyer classes and will receive comprehensive pre-purchase and post-purchase support counseling. The program provides financial assistance in the form of interest free, second mortgage loans with repayment deferred for five years. These funds are made available through Pinellas County .

Home Repair Program . This program provides home repair loans to low and moderate income homeowners at interest rates ranging from 1% - 5% depending on household income and family size. Assists in identifying needed repairs, developing work plans, reviewing bid proposals and making sure the contracted work is completed. Also provides accessibility features to disabled individuals by making their home "barrier free". These funds available through Pinellas County .

The Infill Housing Program (new construction) provides new homeownership opportunities in targeted areas in the North and South Greenwood neighborhoods. Subsidies are available based on project location and household incomes.

Down-Payment Assistance (Pinellas, Pasco & Hillsborough Counties ) Provides assistance to homebuyers to help with down payment and closing costs for existing and new construction. This is made available by CNHS's national partner, Neighborhood Reinvestment Corporation. Additional federal subsidies may also be available to qualified applicants residing within the City of Clearwater and Pinellas County .

Program (Working to Improve our Neighborhoods) is a unique program operating in St. Petersburg which involves a coalition of participating lenders, Realtors, nonprofit housing developers and neighborhood associations who have pooled their resources to provide affordable home mortgages and combination purchase/rehabilitation loans, leveraged by interest free down payment and closing cost assistance to make it easier for prospective home buyers to purchase affordable homes.

Pinellas Habitat for Humanity is a locally run affiliate of Habitat for Humanity International, a nonprofit, ecumenical Christian housing organization. Habitat for Humanity works in partnership with people in need to build and renovate decent, affordable housing. The houses then are sold to those in need at no profit and with no interest charged. Volunteers provide most of the labor, and individual, church, and corporate donors provide money and materials to build Habitat houses. Partner families themselves invest hundreds of hours of labor - 'sweat equity' - into building their homes and the homes of others. Their mortgage payments go into a revolving Fund for Pinellas Habitat that is used to build still more houses.

To be eligible for a Habitat for Humanity house, families must show a need for housing and be within certain income limits, which are listed on the web site www.phfh.org Home owners pay a $500 down payment and must contribute 400-500 hours of "sweat equity".

The County offers low interest rate or deferred payment second mortgage loans to low and moderate income home buyers. Programs are available for purchases that involve rehabilitation, infill new construction, and down payment assistance for the purchase of existing homes. Qualified buyers generally access these loans through a program administered by a nonprofit corporation partner but they may also contact the County directly.

The mission of SPNHS is to improve the quality of lives in our community, develop affordable housing, promote home ownership, improve safe neighborhoods and stimulate economic reinvestment.

SPNHS works in conjunction with the City of St. Petersburg and private lenders so that, if needed, SPNHS can assist the buyers with down payment and closing costs in the form of a deferred second mortgage. In addition, SPNHS may help a home buyer select a lot and a house plan for new infill construction on lots located throughout the city. A down payment of 2 percent is required.

SPNHS also assists eligible owner-occupant households with financing for repairs and improvements.
SPNHS also provides complete, comprehensive financial fitness education, home buyer education, post purchase education and one-on-one counseling.

Tampa Bay Community Development Corporation (CDC) is a HUD-approved non-profit organization whose mission is to promote homeownership opportunities to low and moderate income households in the Tampa Bay area.

Tampa Bay CDC provides down payment and closing cost assistance, operates the Homebuyers Club of Tampa Bay, provides property improvement loans, offers foreclosure prevention programs and homeownership seminars.
