Home Improvements

Housing is one of the most important elements in our lives and our communities, socially, physically, and economically. Conserving and upgrading housing is a vital part of the County's community development program. Rehabilitation of homes not only insures their continued usefulness for years to come, but removes a blighting influence on the neighborhood.

The Department extends low interest loans to qualified homeowners in all unincorporated areas of Pinellas county and also within the limits of each cooperating municipality. A community-wide approach to housing rehabilitation increases the number of homeowners who can take advantage of the program.

item Low interest mortgages
The Department offers a Low Interest Loan Program to preserve the existing housing stock and encourage neighborhood improvement efforts. The program provides home repair loans to low income and moderate income homeowners at interest rates ranging from 0%-5% depending on household income and family size. The program also helps with the home repair process, including identifying needed repairs, developing work plans, putting out construction bids, helping the owner to select contractors, and helping make sure the work contract is completed before funds are released to contractors. A loan may also be provided to a person who is purchasing a property in need of rehabilitation.

Specialized Programs
The Department has developed Mini-Programs as neighborhood improvement tools to generate enthusiasm and greater participation in various housing improvement programs. Each targeted neighborhood has its own menu of programs that apply there, although not all Mini-Programs will be available in a given neighborhood.

Other General Home Rehabilitation and Repair Programs
Local governments and nonprofit partners offer a variety of general home rehabilitation and repair programs. Although they may differ in some specifics, all of the programs are intended to provide affordable financing for rehabilitating and upgrading existing housing. All local governments offer financing to low and moderate income home owners and some also have programs which have higher income eligibility requirements for home owners living in targeted neighborhoods.
